Minister and Head of the Government Office Tran Van Son, Spokesperson of the Government, said that as of August 13, 2025, there are 250 projects and works in 34 provinces and cities that are eligible for groundbreaking and inauguration with a total investment of about VND 1.28 quadrillion. Of these, 89 are projects and works to be inaugurated, and 161 are projects and works to be started.
Among the projects, there are 129 state-funded projects with VND 478 thousand billion, accounting for 37% of the total investment, and 122 projects and works invested from other sources with VND 802 thousand billion, accounting for 63% of the total investment. FDI capital includes 5 projects with a total investment of about VND 54 thousand billion.
The inauguration and operation of the projects and works and the simultaneous groundbreaking of large-scale works will contribute to creating momentum and conditions for socio-economic development, enhancing regional connectivity, and promoting growth of 8% or higher in 2025 and double-digit growth in the following years. They will also generate jobs and improve people’s livelihoods.
At the end of December this year (expected on December 19, 2025), the Government will continue to organize the inauguration and groundbreaking of large-scale projects and works nationwide, including the completion and operation of over 3,000 km of expressways and the completion of the construction of the Long Thanh International Airport Phase 1 (about one year earlier than planned).

According to Deputy Minister of Construction Le Anh Tuan, the list of eligible projects includes: 59 transport infrastructure projects; 44 civil and urban projects; 57 industrial projects; 36 technical infrastructure projects; 22 social housing projects; 6 agricultural and rural development projects; 3 cultural and sports projects; 12 education projects; 1 defense project; and 10 health projects.
Out of the 250 projects and works, there are 8 national priority projects, 46 Group A projects, 155 Group B projects, and 41 Group C projects. In terms of impact, these 250 projects are expected to contribute over 18% to the country’s GDP in 2025 and over 20% in subsequent years. The state-funded projects will create a strategic infrastructure framework to attract private investment.
