According to the draft report on the Summary of the Law on Official Staff in 2010 (amended and supplemented in 2019) compiled by the Ministry of Home Affairs, as of December 31, 2023, the whole country had 1,743,326 official staff members.

Regarding the settlement of resignation and retirement procedures, the Ministry of Home Affairs assessed that ministries, agencies, and localities have been following the proper authority, order, and procedures, ensuring the rights and benefits of official staff according to the Law on Official Staff and labor laws.
The Ministry of Home Affairs pointed out that, since the end of 2019, there has been a situation where a portion of official staff members have voluntarily resigned, mainly from educational and healthcare institutions, creating a manpower shortage for many localities and units.
“From January 2020 to June 2022, approximately 35,523 official staff members resigned. Of these, 1,505 were from central ministries and sectors and 2,524 were from local areas, mainly from educational and healthcare institutions,” the draft report cited figures.
Besides the cause of autonomy and socialization of vocational activities and public services, creating healthy competition in the supply-demand relationship of labor between the public and private sectors in a market economy context, the Ministry of Home Affairs also attributed the resignations to relatively lower salaries and incomes of official staff compared to employees with the same qualifications working in state-owned enterprises, private sectors, and foreign-invested enterprises.
On the other hand, agencies and units implemented streamlining measures as required by the Party and the State, while the workload increased, leading to overload and pressure, especially in the healthcare sector during the peak period of COVID-19 prevention and control.
Another reason mentioned by the Ministry of Home Affairs was that the working environment and conditions in the public sector at certain times were not truly motivating and did not provide opportunities for official staff to fully utilize their capabilities.
In this context, the Government, ministries, agencies, and localities have focused resources and taken practical measures to protect the rights and legitimate interests of official staff, effectively overcoming the above-mentioned situation.
