Vietnam Electricity (EVN) has sent a document to the Minister of Industry and Trade requesting support in addressing difficulties related to power outages during the construction of the 500kV Laos Cai – Vinh Yen transmission line project.
According to EVN, since August 1st, power outages, line clearance, and crossing arrangements have been implemented. However, only 4 out of 15 crossing points have been completed, with 11 points pending. Of these, 4 points could not be carried out due to a lack of agreement from some hydropower plants (Ta Thang, Song Bac, Tram Tau). In addition, several plants have been slow to respond, including Vinh Ha, Bac Ha, Song Lo 6, Song Lo 4, Su Pan 1, Ban Ho, and Nam Sai.
Despite direct negotiations between EVN and Power Project Management Board 1 (EVNPMB1) with the hydropower plant owners, the progress of power outages for the crossing lines is delayed, significantly impacting the overall project schedule. The project must be completed by August 19th as directed by the Prime Minister.
EVN proposes to cut power to the crossing lines as per EVNPMB1’s registered schedule.
Given the situation, EVN proposes that the Ministry of Industry and Trade direct the National Load Dispatch Center and the Electricity and Competitive Power Market (NSMO) to cut power to the crossing lines as per EVNPMB1’s registered schedule. Additionally, they suggest amending Clause 4, Article 54 of Circular No. 06 to grant more autonomy to NSMO in approving power outage schedules, reducing challenges for investors in implementing power projects involving multiple managing units.
