
Ho Chi Minh City is considering a proposal to develop a new administrative center in the Thu Thiem New Urban Area (An Khanh ward), spanning approximately 16 hectares. If approved, construction is expected to commence in the first quarter of 2026. Pictured: Thu Thiem Urban Area.

The project aims to accommodate nearly 8,000 officials and civil servants, centralizing administrative agencies that are currently dispersed. This move is particularly relevant following the merger, as Ho Chi Minh City has become a metropolitan area with 168 communal-level administrative units and a workforce of approximately 7,000 officials and civil servants.

According to the proposal by the Department of Construction, the project will be built on a 16-hectare site, based on the scale determined by the Sun Group. The site is bordered by green spaces and water bodies to the east and northeast, To Huu Street to the west, and Mai Chi Tho Boulevard to the south. The building density is planned to range from 40% to 60%, with a maximum height of approximately 35 floors and a minimum total floor area of 160,000 square meters.

Three planning options have been proposed: (1) Preserving the entire central park and utilizing only the 16-hectare site for construction. (2) Expanding the construction area to over 33 hectares, incorporating a portion of the park, with a building density of 40-60% and a maximum height of 35 floors. (3) Combining the renovation of existing structures with new construction on additional land to save costs and expedite implementation.

Notably, this site is also earmarked for the construction of the Children’s Palace, spanning over 3 hectares with a total investment of more than VND 1,100 billion. The palace will feature various facilities for children’s education, recreation, and extracurricular activities. Currently, the project site remains vacant, with no signs of development.

The site is overgrown with tall grasses and coconut trees.

The new administrative center is located opposite the Sala Urban Area and Thiso Mall, nestled between Mai Chi Tho, To Huu, and Nguyen Co Thach roads.

The proposed site for the new administrative center is approximately 3 kilometers away from the center of Saigon ward, situated within the core development area of the Thu Thiem New Urban Area. This area is envisioned to become Ho Chi Minh City’s future financial, commercial, and service hub.

The site is conveniently located near the intersection of Nguyen Co Thach and Vong Cung roads, providing direct access to the Thu Thiem Tunnel, Ba Son Bridge, Thu Thiem Bridge, and Hanoi Highway.

In the future, this location will benefit from strategic infrastructure such as the Ring Roads 2, 3, and 4; the Ho Chi Minh City – Long Thanh – Dau Giay Expressway and inter-regional highways; metro and national railway stations at Thu Thiem; as well as an extensive aviation network including Tan Son Nhat and Long Thanh airports.


Previously, the city considered locating the administrative center on the Ha Tien Cement land in Thu Duc ward or at the former People’s Committee headquarters of Thu Duc City (Cat Lai ward), but the Thu Thiem option was deemed optimal due to its superior connectivity and potential to align with the vision of developing Thu Thiem into an international financial center.
