The Investment Project Management Board No. 1 (Hung Yen province) has just approved the results of the selection of contractors for Package No. 09 (construction and installation) for the project to build a road connecting cultural heritage and developing the economy along the Red River.
Accordingly, the Consortium of Lizen Joint Stock Company – Phuong Thanh Traffic Investment and Construction Joint Stock Company won the bid with a price of VND 6,091 billion (estimated price of VND 6,664 billion) – with a construction period of 730 days, and the contract is based on an adjusted unit price.
The package was bid online, with the closing date of July 27, 2025, and two participating contractors. The Consortium of Xuan Truong Private Enterprise – Thanh Trung Construction and Trading Co., Ltd. – An Duc Minh Construction Investment Joint Stock Company – Thang Long No. 16 Construction Joint Stock Company had a higher bid price (VND 6,630 billion) and was therefore not selected.
A leader of Phuong Thanh Traffic Investment and Construction JSC said that the Contractor and the Investor have just signed a contract – the construction site has been prepared. It is expected that construction will start on August 19, 2025, to ensure the progress of the project.

Earlier, in early August, the Hung Yen Provincial Party Committee organized a conference of the Steering Committee for key projects in the province for the period of 2021-2025. At the conference, the leaders of Hung Yen province requested that the relevant agencies complete the approval of bidding results and selection of contractors so that the project on the road connecting cultural heritage and developing the economy along the Red River can be inaugurated on August 19.
The leaders of Hung Yen province emphasized that this is an important project to celebrate the 80th anniversary of the August Revolution and National Day, September 2. At the same time, it is proposed that all agricultural land that needs to be cleared must be cleared by August 2025, and by October 30, the construction of resettlement areas must be completed. Subsequently, the entire site clearance must be completed by November 15 of this year.
It is known that the heritage road is a Group A project with a total investment of nearly VND 9,300 billion. This is considered one of the largest transportation projects in Hung Yen province.
The heritage road is nearly 56 km long (passing through Van Giang, Khoai Chau, Kim Dong districts, and the old Hung Yen city).

The starting point of the heritage road is next to Ecopark urban area.
The starting point of the route is at Km0+00, at the boundary of Hung Yen province and Hanoi capital (Xuan Quan commune, old Van Giang district); the endpoint is at Km55+680 intersecting the left dike of the Red River (Tan Hung commune, old Hung Yen city).
According to the design, the route is divided into two roads, including: the main road is built to ensure the standards of Grade II – plain, with a speed of 100km/h; the side road has standards equivalent to Grade IV – plain, with a speed of 60km/h.
It is expected that two bridges will be built over the irrigation canal at Lien Nghia Pumping Station, Nghi Xuyen Pumping Station, and Nghi Xuyen Bridge suitable for the scale of crossing the river and irrigation canal.

In terms of current status, the heritage road will run along the left dike of the Red River (Provincial Road 378), and then the route will separate from the dike towards the riverbank, with an average distance from the existing dike of 1-1.5 km.
The construction progress of the heritage road project is expected to be in the period of 2024-2026.
Once completed, the project is expected to contribute to the formation of a regional road connecting cultural and spiritual heritage sites along the Red River, following the route of Thang Long – Pho Hien – Tam Chuc – Bai Dinh – Chua Huong…
In recent times, Hung Yen has stood out with many large-scale transport projects. Typically, in July 2024, the province inaugurated a nearly 24-km road connecting two expressways, with a total investment of VND 1,700 billion.
Currently, Hung Yen is still implementing a number of transport projects such as: Ring Road 4 – Capital Region is about 19.3 km long, with a total investment of VND 5,244 billion; Tan Phuc – Vong Phan road project is 29 km long with a total investment of nearly VND 3,000 billion…
In the near future, along with the heritage road project (VND 9,300 billion), Hung Yen province is expected to have more large-scale transport projects with trillions of VND in investment, including: Ring Road 3.5 project (VND 1,500 billion); Ngoc Hoi Bridge construction project (nearly VND 11,800 billion)…
