Alongside the commencement and inauguration ceremonies of projects and works to celebrate the 80th National Day, on the morning of August 19, the People’s Committee of Quang Tri province and Hai Anh Wind Power Joint Stock Company coordinated to organize the inauguration of the Hai Anh Wind Power Plant project.
The ceremony was attended by Senior Lieutenant General Nguyen Hong Thai – Deputy Minister of National Defense; Le Ngoc Quang, Secretary of Quang Tri Provincial Party Committee; leaders of Military Zone 4 and Quang Tri province.

The Hai Anh Wind Power Plant has a capacity of 40MW with a total investment of VND 1,500 billion.
The Hai Anh Wind Power Project was approved by the People’s Committee of Quang Tri province on March 22, 2021, with a capacity of 40MW and a total investment of VND 1,500 billion. The project is invested by Hai Anh Wind Power Joint Stock Company – Quang Tri and is a Group B, Class II energy project. Construction began on December 20, 2023.
Despite facing challenges due to harsh weather conditions, the impact of the COVID-19 pandemic, and supply chain disruptions, with the determination and creativity of the investor, along with the companionship and support of Quang Tri province, the project was completed on schedule, ensuring quality, safety, and efficiency.
Once operational, the plant will provide approximately 118 million kWh of electricity annually to the national grid, helping to alleviate power shortages and ensuring energy supply for the socio-economic development of Quang Tri and neighboring areas.
The project is expected to generate revenue of over VND 200 billion per year and contribute about VND 20 billion annually to the local budget. It will also reduce emissions by more than 77,000 tons of CO₂ equivalent to the absorption capacity of 8,000 hectares of forest. This is also the first onshore wind power project to participate in the Joint Crediting Mechanism (JCM) under the cooperation between the Government of Vietnam and Japan.

The operation of the Hai Anh Wind Power Plant will contribute to ensuring national energy security.
During the construction process, the project invested in and upgraded nearly 10 kilometers of roads, facilitating transportation for local people, expanding trade, and improving the infrastructure in the project area.
The project also contributes to ensuring national energy security and opens up new job opportunities and livelihoods for local people, becoming a new highlight on Vietnam’s renewable energy map.
