According to new regulations, individuals can now use their ID cards, Citizen Identification Cards (CICC), or level-2 VNeID digital identity accounts with integrated health insurance information when seeking medical treatment.

Individuals can use their ID cards, Citizen Identification Cards (CICC), or VNeID level-2 digital identity accounts with integrated health insurance information.

Government Decree No. 188/2025/ND-CP has detailed the procedures for health insurance medical examinations and treatments, based on the Health Insurance Law of 2024. Accordingly, health insurance participants must present their health insurance card information and proof of identity in one of the following forms when seeking medical treatment:

– Present your ID card, CICC, or level-2 VNeID account with integrated health insurance information.

– Present your health insurance card in either electronic or paper form. If the paper card does not have a photo or health insurance code, patients must present another form of photo identification such as an ID card, CICC, passport, VNeID app, VssID app, or a confirmation letter from the commune-level police.

– For children under 6 years old, only a paper, electronic health insurance card, or health insurance code is required. If the child has not yet been issued a health insurance card, the family can present the original or a copy of the birth certificate.

– For newborns, the child’s parent or guardian will sign a confirmation in the medical record. If the child is unaccompanied, a representative of the medical facility will make this confirmation.

– Those waiting for the issuance or renewal of their health insurance card must present the appointment slip issued by the social insurance agency, along with proof of identity.

– Individuals who have donated body parts must present their health insurance card information.

– If the organ donor does not have a health insurance card, they must present a discharge letter (issued by the medical facility where the body part was removed) and one of the following forms of identification: CICC, passport, VNeID, or VssID.

– If the organ donor does not have health insurance but requires immediate treatment after donation, the medical facility will confirm this directly in the medical record, along with the patient or their family, to ensure their rights are protected.

– In emergency cases, health insurance participants must present the above documents before the end of the treatment period. When seeking medical treatment with health insurance, participants must present their health insurance card information and proof of identity.

Health Insurance Card Retrieval and Temporary Lock

To ensure fairness and transparency in the management and use of health insurance cards, cards may be recalled, temporarily held, or their value temporarily locked in certain cases:

Retrieval: In cases of information fraud regarding the subject or level of benefits in health insurance card issuance or other fraudulent activities.

Temporary Hold or Lock: When a participant lends their card to another person or uses another person’s card for medical examination and treatment. The card will be unlocked or returned after the violator fulfills their obligation to pay the fine and remedy the consequences of their actions.

The social insurance agency is responsible for notifying health insurance participants when their cards are recalled, temporarily held, or locked.

The Law Amending and Supplementing a Number of Articles of the Health Insurance Law of 2024 and Government Decree No. 188/2025/ND-CP introduce significant changes regarding health insurance cards, further facilitating participants’ access to and enjoyment of their entitled benefits.
