Deputy Prime Minister Tran Hong Ha and the Government’s delegation worked with Ninh Binh province

Recently, Deputy Prime Minister Tran Hong Ha and the Government’s delegation worked with Ninh Binh province.

At the meeting, the leaders of Ninh Binh province proposed the following to the Government’s delegation:

  • Support for the construction of an international airport in Liêm Tuyền ward with an area of 720 hectares;
  • Develop a deep-water port and expand the Ninh Co Economic Zone;
  • Expand the CT01 highway section from Cao Bo to Mai Son;
  • Construct the CT39 Ring Road (Vành đai 5) from Phu Thu intersection to Thai Ha Bridge;
  • Build the CT11 highway from the old Nam Dinh city to the old Phu Ly city;
  • Construct an urban railway connecting Hanoi and Ninh Binh.

Speaking at the meeting, Deputy Prime Minister Tran Hong Ha suggested some important issues for Ninh Binh province: After the merger, Ninh Binh province needs to review and redo the planning, inviting the best consulting agencies to identify specific economic development areas towards a green and circular economy.

Regarding the province’s proposals, the Deputy Prime Minister requested that when planning the airport, it is necessary to determine the air traffic control and seek opinions from relevant ministries. At the same time, the province should also consider the travel needs of passengers, especially international ones, to ensure suitability.

The Deputy Prime Minister agreed with the proposal to build a deep-water port and expand the Ninh Co Economic Zone; expand the Cao Bo-Mai Son expressway; construct the Ring Road 5; and build the expressway connecting old Nam Dinh and old Phu Ly cities.

Emphasizing on land reclamation for economic zone expansion, the Deputy Prime Minister said that while the Government encourages this, the locality must also assess the environmental impact of the area before investing and expanding. When constructing a deep-water port, attention should be paid to the inlet and outlet channels, avoiding locations with large volumes of silt accumulation, which would incur annual dredging costs.

Regarding the expansion of the Cao Bo-Mai Son expressway, the Vietnam Expressway Corporation (VEC) is assigned to coordinate with the locality for swift implementation, with VEC responsible for capital arrangement.

For the construction of the CT11 (Nam Dinh – Phu Ly) and CT39 (Ring Road 5) highways, the locality needs to identify the capital source to have a policy to attract investment.

As for the investment in building an urban railway connecting Hanoi and Ninh Binh, Ninh Binh province and Hanoi city need to discuss specifically to report to the competent authorities for consideration.

At the meeting, the leaders of Ninh Binh province affirmed that they would promptly implement the directions of the Deputy Prime Minister. The priority will be given to planning, developing economic development plans, promoting site clearance, constructing new cities, attracting investment capital for infrastructure development, etc., aiming for rapid and sustainable provincial development.

After the merger, Ninh Binh province has a natural area of about 3,940 km2 and a population of over 4.4 million people. The province holds a strategic geographical location as the “gateway” to the southern Red River Delta, belonging to the North-South economic corridor, the coastal economic corridor of the Gulf of Tonkin, and the East-West economic corridor.
