Wheat is one of the world’s essential staple foods, with global consumption. In Vietnam, wheat is primarily utilized in the production of mixed animal feed. This commodity not only caters to domestic consumption but also serves the country’s growing export demands. As Vietnam’s climate is unsuitable for wheat cultivation, its supply is entirely reliant on imports. Vietnam is currently among the top ten wheat importers worldwide.

Regarding wheat imports, the government has issued Decree No. 101/2021/ND-CP, amending and supplementing several articles of Decree No. 122/2016/ND-CP dated September 1, 2016, and Decree No. 57/2020/ND-CP dated May 25, 2020, pertaining to export and import tax rates, the list of goods, and absolute tax rates, mixed tax rates, and out-of-quota import tax rates.

This decree adjusts export and import tax rates for specific commodity groups and took effect on December 30, 2021. As per this decree, the government decided to reduce Most Favored Nation (MFN) import tax rates for some animal feed ingredients. Specifically, the MFN import tax rate for wheat was lowered from 3% to 0%, and for corn, it was reduced from 5% to 2%.

According to forecasts by the Food and Agriculture Organization of the United Nations (FAO), global wheat production in 2025 may reach approximately 796 million tons, indicating a slight increase of 1% compared to the previous year. These figures present a positive outlook for Vietnamese importers, with a more abundant global supply and stable prices, especially given the reduced import tax rate of 0% from the United States.
