The Drug Administration of Vietnam (under the Ministry of Health) has just issued a nationwide suspension and recall of Hair Head & Hair Revitalising Oleo-Essence (Brand: Germaine De Capuccini) – 50ml bottle, Lot number: Lote G0042 0P10, Receipt number: 178021/22/CBMP-QLD.

This product is distributed by Uyen Phuong Import-Export Trading Joint Stock Company (address: 2/9 Hong Ha, Ward 2, Tan Binh District, Ho Chi Minh City) with Germaine De Capuccini, S.A.U., Spain as the manufacturer.
The recall is due to the product’s supplementary label containing disease prevention and treatment content similar to drugs, which may mislead consumers. The product’s original label also lists a different set of ingredients from those declared in the cosmetic announcement dossier.
The Drug Administration requested the Departments of Health of provinces and cities to notify businesses and users to immediately stop trading and using the above lot of hair essence and return it to the supplying unit. The violating products will be recalled and destroyed…
Previously, Uyen Phuong Import-Export Trading Joint Stock Company was fined VND 140 million by the Ho Chi Minh City Department of Health for the same reason. The formula on the original label of this lot is missing two ingredients compared to the cosmetic announcement dossier: Rosmarinus Officinalis (Rosemary) Leaf Extract and Ascorbyl Palmitate.
The company was also forced to return the receipt number of the cosmetic announcement dossier issued by the Drug Administration for this product.
In another case, the Ministry of Health also decided to suspend the circulation and recall the lot of Italia Slim Betel Leaf Collagen Female Hygiene Solution – 150ml bottle, Receipt number: 97/19/CBMP-HY; Lot number: 012025; Manufacturing date: January 2, 2025; Expiry date: January 1, 2028.
This product is distributed and manufactured by Quang Xanh Cosmetics and Chemicals Co., Ltd. (address: Van Lam district, Hung Yen province) and distributed by Hai Dang International Herbals Company Limited (address: Dai Dong, Vinh Tuong, Vinh Phuc).

The recall is due to the product failing to meet quality standards in terms of microbial limits in cosmetics as regulated. The lot was also produced after the expiration of the receipt number of the cosmetic announcement dossier.
