The Ho Chi Minh City People’s Committee has issued a decision on the plan to auction 3,790 apartments in lots R1, R2, R3, R4, and R5 in the Thu Thiem New Urban Area, An Khanh Ward.
According to the plan, the auction plan is divided into two parts. The first part includes 2,220 apartments in lots R1, R2, and R3, and the second part includes the remaining 1,570 apartments in lots R4 and R5. All have been identified as commercial housing.

The Department of Agriculture and Environment, as the standing agency of the Task Force for auctioning land and 3,790 apartments in the Thu Thiem New Urban Area, is assigned to urge related departments, sectors, and the People’s Committee of An Khanh Ward to implement the auction.
The 3,790 apartments to be auctioned are assets formed from the state budget capital. Therefore, to ensure the management and use of public assets, the Ho Chi Minh City People’s Committee has issued an 11-step procedure.
Specifically as follows:

4 | Select an organization practicing asset auction to conduct the auction of public assets |
5 | Organize the auction of assets |
6 | Sign the asset purchase and sale contract |
7 | Make payment for the purchased asset and issue an invoice for the sale of public assets |
8 | Pay and confirm full payment of the winning bid amount |
9 | Fulfill related financial obligations (asset tax) |
10 | Organize the handover of assets to the auction winner |
11 | Grant the Certificate of Land Use Rights and Ownership of Assets attached to land; update and rectify land data and land files as prescribed |
In 2024, the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) of Ho Chi Minh City planned to complete the preparation of documents by July 2024 and organize the auction of 3,790 apartments in the Thu Thiem New Urban Area before October 2024.
However, these timelines have been pushed back to 2025.
From 2018 until now, the Ho Chi Minh City People’s Committee has announced auction plans several times but has not been able to implement them. The reserve price of these apartments is expected to be no less than VND 10,000 billion.
