The HCMC People’s Committee has issued a document to relevant departments to expedite the completion of the An Phu traffic junction construction project.

The document urges the city’s Traffic Work Construction Project Management Board to promptly review all contractors involved in the project, evaluate their capabilities, tighten contract enforcement, and strictly handle underperforming construction units.

Strong measures may be applied, including reallocating work volumes, replacing personnel, updating contractor information on the national bidding system, and even terminating contracts and recovering advances. The report must be submitted to the HCMC People’s Committee and the Department of Construction before August 25, 2025.

The Project Management Board is also required to enhance on-site progress management, requesting supervision consultants to heighten their responsibility to ensure the quality and timely completion of the project. Contractors must add machinery and personnel, organizing continuous construction in the form of “3 shifts and 4 teams” to make up for the delayed progress. They must also develop a detailed schedule for the remaining items and commit to completing them according to the contract. Any violations will be subject to legal consequences and penalties from the investor.

The Chairman of the HCMC People’s Committee also instructed the Project Management Board to focus on the directions given in Document No. 3127/VP-DA dated August 13, 2025, ensuring the completion and operation of the project before December 31, 2025, in accordance with Resolution 11/NQ-HĐND dated April 22, 2021.

The City Police were requested to continue coordinating with the Department of Construction to support traffic diversion and ensure safety in the construction area. The Department of Finance was assigned the task of expediting site clearance for the 22,012 sq. m land plot in the An Phu Ward urban development area, as directed in Notice No. 76/TB-VP dated July 17, 2025. The results must be reported to the HCMC People’s Committee before August 26, 2025.

Delayed by 12 Months

The An Phu junction project in HCMC is facing delays, with only about 70% of the total construction volume completed. Major packages such as the N3 and N4 overpasses and the HC1-02 tunnel have achieved only a small portion of the planned work. The entire project is now expected to be finished by the end of 2026, 12 months behind the initial schedule.

According to the HCMC Transport Department, the primary cause of this delay is the challenge of organizing traffic to facilitate construction and issues related to the relocation of technical infrastructure. However, the Department of Construction assessed that these factors are only a partial cause. The main reason for the delay is the contractors’ lack of manpower, materials, and equipment, which disrupted the work. Additionally, the Transport Department’s lack of firmness in dealing with underperforming contractors has exacerbated the situation.

To ensure progress and synchronous connection with the HCMC-Long Thanh-Dau Giay Expressway and Long Thanh Airport, the Department of Construction directed the Transport Department to promptly review and reassess all contractors, while also employing robust measures to handle underperforming contractors. They should also rearrange the construction schedule, increase manpower and supplies, and even consider implementing a “3-shift, 4-team” construction scheme to make up for lost time.
