Ho Chi Minh City’s Department of Construction has submitted a report to the municipal People’s Committee on the status of managing and temporarily utilizing a portion of the roads and sidewalks in the city.
According to the Department, the fees collected from sidewalk and road usage charges thus far have primarily come from festivals, sporting events, and parking fees during electric vehicle charging. Over VND 7 billion was recorded before March 2025, with an additional nearly VND 1.5 billion collected between March and July 2025.
The Department of Construction is currently working with 168 wards and communes to review and update data following the reorganization of administrative units. The temporary use of roads and sidewalks for non-traffic purposes continues to be implemented in accordance with the still-valid resolutions.

The Department has also submitted a draft decision to the People’s Committee to repeal the old regulations and propose a new Resolution. Concurrently, the Department will collaborate with other units to develop a new project that caters to the needs of the people, ensures traffic safety, and enhances the city’s aesthetics. They will also advise the Ministry of Construction to advise the Government on completing the legal framework.
Regarding the development of software to manage the fee collection, the Department suggests that the People’s Committee assign the Department to continue evaluating and assessing the construction of the software to ensure it meets all technical requirements and complies with relevant regulations before implementing it citywide.
In light of these realities, the Department recommends that the People’s Committee promptly consider repealing the old regulations. They also propose that the Department of Construction works with other units to review and suggest repealing the decisions issued by the People’s Committee of the former Ba Ria-Vung Tau Province in accordance with current regulations.
Previously, on August 18, the Department of Construction issued documents to relevant units to effectively manage and collect fees for the temporary use of roads and sidewalks. The review of results in the former areas of Ba Ria-Vung Tau and Binh Duong is currently being compiled to supplement the report to the People’s Committee.
