According to the Ministry of Industry and Trade, on May 16, 2025, in Jeju, South Korea, immediately after the conclusion of the 31st APEC Ministerial Meeting (MRT 31), as per the pre-arranged plan, the Vietnamese Minister of Industry and Trade, Chief Negotiator of the Government, Nguyen Hong Dien, held a direct ministerial-level negotiation with the United States Trade Representative (USTR) Jamieson Greer.
This was the first in-person ministerial-level negotiation between Vietnam and the United States after the online negotiation on April 12, 2025, aimed at carrying out the negotiation of the Vietnam-United States reciprocal trade agreement as directed by the high-level leaders of both countries.

The negotiation took place in a frank, constructive, open, and flexible spirit, demonstrating the high efforts of both sides in building a stable economic, trade, and investment relationship, harmonizing interests, and matching the Vietnam-US Comprehensive Strategic Partnership. This is based on respect for sovereignty, autonomy, political institutions, harmonization, and balance of interests, and in line with international law and the development level of each country.
The U.S. Trade Representative, Jamieson Greer, highly appreciated Vietnam’s goodwill and proactive preparation for the negotiation between the two sides. He also agreed with Vietnam’s approach and proposals.
The United States hopes that with the efforts of both sides, the technical-level negotiations in the coming days will yield positive results, bringing practical benefits to the people and business communities of both countries. This will contribute to the stability and sustainable development of bilateral trade relations and the comprehensive strategic partnership between the two countries.
On this basis, the two ministers agreed on high-level issues regarding principles, approaches, orientations, content, and negotiation plans, creating a foundation for subsequent negotiations to achieve positive outcomes.
