Accelerating Construction on Four Key Northern Expressways

On August 24, Deputy Prime Minister Bui Thanh Son met with the leaders of three provinces: Tuyen Quang, Cao Bang, and Lang Son, to discuss the progress of several key expressway projects: Tuyen Quang-Ha Giang, Dong Dang-Tra Linh, and Huu Nghi-Chi Lang. These projects are pivotal to achieving the nation's ambitious goal of 3,000 kilometers of expressways by the end of 2025.

According to the Ministry of Construction, the total length of the four routes mentioned above is 257.5 km, but the current construction volume has only reached 34-50%. To meet the deadline of opening the routes by the end of 2025, the monthly output needs to increase by 10-14%, which means doubling or tripling the current pace. While acknowledging that the rainy and flood-prone weather in the northern mountainous region has impacted progress, the local authorities affirmed their commitment to finding solutions to ensure the project stays on track.

The Deputy Prime Minister noted that compared to the inspection in March 2025, there hasn’t been a significant improvement in progress, and only four months remain to complete the large volume of work. He instructed that by September 5, land clearance and relocation of technical infrastructure must be finalized. Specifically, Tuyen Quang province needs to hand over resettlement land to nine households and relocate 55 others, while Lang Son province needs to address issues concerning 79 households and technical infrastructure along the Huu Nghi – Chi Lang route, as well as six households on the Dong Dang – Tra Linh route.

Regarding the contractors, the Deputy Prime Minister demanded they double or triple their workforce and equipment, and maintain continuous construction even amid rainy and flood conditions. The provinces were instructed to regularly inspect the construction sites, promptly address any challenges faced by the construction teams, and ensure labor safety and the quality of the projects, especially for complex structures such as bridges, tunnels, and soft ground foundations.

He also emphasized the importance of simultaneously preparing auxiliary items such as rest stops, traffic monitoring systems, and weigh stations to ensure the synchronized operation of the expressways. The implementation of phase 2 of the projects should not affect the overall progress.

The Government considers the completion of these projects as a priority political task leading up to the 14th National Congress of the Party. The Deputy Prime Minister called upon the localities, ministries, investors, and contractors to put the national interest first and regard this as the responsibility and honor of each collective and individual.
