The Low-Emission Zone Pilot in Ho Chi Minh City: Which Vehicles Are Restricted?

The Public Transport Management Center under the Ho Chi Minh City Department of Construction has recently submitted a proposal for a vehicle emission control scheme.

There are concerns among citizens regarding which cars and motorcycles will be restricted from entering the proposed low-emission zone in the city center by 2026.

Vehicle owners are advised to check their vehicle’s production year to determine its emission standard compliance.

According to our investigation, car owners can check the production year of their vehicles to determine if they are allowed on the roads. Cars produced before 2017 follow Euro 2 or 3 emission standards, while those produced from 2017 onwards comply with Euro 4, and from 2022, Euro 5 standards.

For motorcycles, those produced after 2010 up until June 30, 2017, follow Euro 2 standards, while those produced after July 1, 2017, meet Euro 3 standards. From July 1, 2026, onwards, newly produced motorcycles will need to comply with Euro 4 standards. Additionally, vehicle owners can take their vehicles to authorized dealers to check their emission standard compliance.

The Vietnam Automobile Manufacturers’ Association predicts that car models produced before 2017 are likely to be restricted or banned from entering the low-emission zone starting in 2026. After 2032, Ho Chi Minh City may further tighten emission standards, potentially affecting vehicles produced before 2022 or even 2025.

The Vietnam Motorcycle Manufacturers’ Association notes that vehicles produced before 2007 are unlikely to meet Euro 2 standards and may be prohibited from entering the city center from 2026. After 2032, emission standards may be raised to Euro 2 or higher.
