According to Ho Chi Minh City Police, in the first eight months of 2025, nearly 70,000 violations were detected and updated on the system for processing. However, there are still some limitations, especially with motorcycles. The preventive measure is currently only applied when registering or transferring ownership, so many violators do not voluntarily comply with the penalty notice.
Ho Chi Minh City Police emphasized that a penalty decision will not be made if the data lacks legal elements. Common cases that will be considered for exemption include:
Technical issues or unclear images: If the camera footage is blurry, the license plate cannot be identified, or there are technical issues with the system, the violation notice will be canceled.
Cases of fake license plates: When a complaint is received, the authorities will cross-reference the vehicle’s characteristics (type, color, unique features) for verification. The legitimate owner will not be held responsible.
Force Majeure: If the violation occurred due to a compelling situation, such as swerving to avoid an imminent accident or yielding to an ambulance or fire truck, citizens only need to honestly explain the situation. Traffic police will verify, and if found true, the violation will not be processed.
Compliance with traffic police orders: If a violation occurs due to following the orders of a traffic police officer regulating traffic (e.g., instructing to run a red light to ease a traffic jam), citizens will not be penalized.
The Traffic Police affirmed that the ultimate goal of retroactive penalties is not punishment but to build a safe and civilized traffic environment for the city. The camera system is periodically calibrated, but citizens have the right to request additional checks to ensure clear and transparent handling.
