On the morning of May 17, Prime Minister Pham Minh Chinh, head of the Government Steering Committee for Science, Technology, Innovation, Digital Transformation, and Project 06, chaired the committee’s second meeting.

The Prime Minister emphasized the need to continue raising awareness, breaking through with innovative thinking, and demonstrating strong political determination. He called for decisive leadership and direction to create new momentum, energy, and enthusiasm throughout society.

Furthermore, it is crucial to intensify widespread propaganda and enhance social awareness regarding science and technology, innovation, digital transformation, administrative reform, and Project 06. We should continue to organize and promote substantive and extensive emulation movements nationwide to harness the combined strength of the political system and encourage active participation from businesses and citizens (especially the movements “Whole Country in Innovation and Digital Transformation” and “Digital Literacy”).

Additionally, we must focus on reviewing, building, and perfecting the institutional framework, mechanisms, and policies. Ensuring resources for science and technology, innovation, and digital transformation is essential, and we should establish preferential mechanisms to mobilize resources.

The Prime Minister assigned the Ministry of Public Security to finalize and submit to the Government for issuance the Decree detailing and guiding the implementation of the Law on Data, the Decree on the National Data Development Fund, and the Decree on scientific and technological activities, innovation, and data products and services. These tasks are to be completed by June 2025, under the supervision of Deputy Prime Minister Nguyen Chi Dung.

Ministries and sectors, in accordance with their functions and tasks, should expedite the construction of decrees guiding the implementation of 19 laws and three resolutions related to science and technology, innovation, and digital transformation, which are currently being submitted to the National Assembly at the 9th session. The Ministry of Justice will oversee this process, under the supervision of Deputy Prime Minister Le Thanh Long.

Ministries, sectors, and localities are urged to promptly register projects and tasks in science and technology, innovation, and digital transformation for approval and budget allocation by authorized agencies. Deputy Prime Minister Ho Duc Phoc will oversee this process.

The Ministry of Finance is tasked with constructing and submitting to the Prime Minister for issuance a list of administrative units and corresponding codes in accordance with the plan for the merger of provincial organizations and the two-level government structure. This task should be completed by June 2025, under the supervision of Deputy Prime Minister Ho Duc Phoc.

Ministries and sectors, according to their functions and tasks, should promptly develop projects to implement the policy trial mechanism to promote research, development, application, and transfer of strategic technologies in various sectors and fields. The Ministry of Science and Technology will oversee this process, under the supervision of Deputy Prime Minister Ho Duc Phoc.

Regarding the development of digital infrastructure, digital economy, and digital government, the Prime Minister directed the construction of synchronous and modern digital infrastructure. Ministries, sectors, localities, and businesses should develop their databases and connect them to the national database. Controlled trials should be conducted for new technologies and the development of smart production. The Ministry of Finance is urged to promptly finalize and submit to the competent authority the policy on the pilot market for encrypted assets. Ministries, sectors, and localities need to focus on comprehensive digitization and promote the application of artificial intelligence in state management.

The Prime Minister also emphasized the importance of administrative reform, aiming for a professional and modern administrative system. He stressed the need to continue providing and improving the quality and effectiveness of online public services, in conjunction with administrative unit rearrangement. The Prime Minister also called for the continued implementation of Project 06, under the supervision of Deputy Prime Minister Nguyen Hoa Binh.

The Ministry of Public Security is requested to coordinate with the Ministry of Science and Technology, the State Bank of Vietnam, and relevant agencies and enterprises to deploy a campaign to comprehensively review bank accounts and phone numbers to enhance state management and prevent online fraud.

The Prime Minister underlined the requirement to “think, act, and deliver results truthfully, with tangible benefits for the people.” By doing so, the development of science and technology, innovation, national digital transformation, administrative reform, and the implementation of Project 06 will witness strong, comprehensive, and sustainable changes, significantly contributing to socio-economic development and constantly improving the warm and happy lives of the people.
