On August 25th, the Office of the Ho Chi Minh City People’s Committee issued a notification regarding Deputy Chairman Bui Xuan Cuong’s conclusion on the implementation of Resolution No. 212/NQ-CP dated July 21st, 2025, pertaining to the investment project for the construction of a connecting route from Pham Van Dong Street to Go Dua Intersection on National Highway 1 in Hiep Binh and Tam Binh wards, Ho Chi Minh City.
Van Phu Bac Ai Joint Stock Company is urged to expedite compensation and site clearance, as per Notification No. 52/TB-VP dated July 11th, 2025, and report the results by September 2025.
The Department of Construction is instructed to promptly complete the review of the adjusted basic design of the project by the end of this month. Additionally, they should review and reorganize the inter-sector working group before August 28th and proactively negotiate with investors regarding land funds and payment methods, reporting to the Ho Chi Minh City People’s Committee as per regulations.
The People’s Committees of Hiep Binh and Tam Binh wards are directed to expedite compensation, site clearance, and handover of a clean site to the investor before September 30th.
The Department of Agriculture and Rural Development is requested to promptly implement the directives in Notification No. 52/TB-VP regarding guidance on compensation and site clearance. They should report by August 28th and consolidate difficulties and obstacles in the five wards related to the Ring Road 2 project for submission to the Ho Chi Minh City People’s Committee.
The Department of Finance is urged to promptly appraise the adjusted feasibility report of the project and provide recommendations to the Ho Chi Minh City People’s Committee by September 5th. They will also take the lead in coordinating with relevant units to advise on the establishment of a working group to negotiate adjustments to the project contract appendix, to be submitted by September 10th.
Comrade Bui Xuan Cuong requires relevant departments, sectors, localities, and units to coordinate urgently and decisively to ensure the progress of site clearance and the completion of legal and technical procedures. This will enable the early implementation of the project, contributing to improved transportation infrastructure connectivity in Thu Duc City and Ring Road 2.
