The Government Office issued Notification No. 243/TB-VPCP dated May 19, 2025, on the conclusions of the Prime Minister at the working session with the leaders of Thai Binh province.

The notification emphasizes that Thai Binh has great potential for breakthrough development, boasting a strategic location in the Red River Delta region, connecting the Hanoi-Haiphong-Quang Ninh triangle, and endowed with an abundant workforce and favorable natural conditions, including a coastline of over 50 km, significant land reclamation potential, and efficient land exploitation capabilities.

The Prime Minister instructed Thai Binh to maximize its unique potential, prominent opportunities, and competitive advantages. By activating all resources and focusing on promoting growth, the province aims for double-digit growth in 2025 and subsequent years. This involves developing infrastructure, including transportation, healthcare, education, and social infrastructure.

Thai Binh is to focus on strategic infrastructure investments, particularly transportation connections to other provinces in the Red River Delta and central regions via Haiphong and Quang Ninh, linking to China. This will establish Thai Binh as a regional, national, and international hub.

The Prime Minister also instructed Thai Binh to explore land reclamation options for industrial development, including the construction of an airport and seaport. For existing agricultural land, the focus should be on shifting the agricultural sector towards green, organic, and high-tech agriculture.

Several key projects will be implemented, including the Ninh Binh-Haiphong expressway passing through Thai Binh and Nam Dinh provinces (targeted for completion in 2026) and a 1,500-bed general hospital project with a two-year construction period from the commencement of construction.

In the first quarter of 2025, Thai Binh recorded a 9.04% increase in GRDP, the highest in the 2020-2024 period and higher than the country’s average growth rate. The average GRDP growth rate over five years is estimated at 8.36%/year, with a GRDP scale of VND 151.2 trillion in 2025, 1.7 times higher than in 2020.

Support industries and component manufacturing have witnessed progress, and the energy industry has overcome bottlenecks by putting into operation thermal power plants (with a total capacity of 1,800 MW) and actively implementing the LNG power project (with a capacity of 1,500 MW). State budget revenue in the first four months of 2025 reached 67.2% of the estimate, up 60.8% over the same period.

The disbursement rate of public investment capital in the first four months is estimated at 20% of the plan assigned by the Prime Minister, higher than the national average. Strategic transport infrastructure projects have been unblocked, including the commencement of the Ninh Binh-Haiphong expressway project through Nam Dinh and Thai Binh provinces and the coastal road project.
