Reducing Procedures by Approximately 200 Days
On the morning of May 20, the Minister of Construction, Tran Hong Minh, on behalf of the Prime Minister, presented a draft resolution of the National Assembly on experimental mechanisms and special policies for social housing development.
According to the Government, in implementing the project “Investing in the construction of at least 1 million social housing units for low-income earners and industrial zone workers for the period 2021-2030”, a total of 657 social housing projects with a scale of 597,152 units have been deployed nationwide, as reported by localities from 2021 up until now.

The Minister of Construction clarified that the current procedure for selecting investors for social housing projects and housing for the armed forces, not using public investment capital, is complicated and time-consuming.
To address this issue, the Government proposes that the People’s Committees of the provinces experimentally assign or approve investment policies and simultaneously assign investors for social housing projects.
To ensure long-term and sustainable capital, the Government believes it is necessary to establish the “National Housing Fund” to invest in the construction and development of social housing funds for rent and purchase by officials, public employees, and laborers. This fund will be formed from the state budget, voluntary support, and contributions from organizations and individuals at home and abroad.
Simultaneously, the Ministry of National Defense and the Ministry of Public Security will approve investment policies and simultaneously assign investors for housing projects for the armed forces after obtaining the written agreement of the provincial People’s Committees on the list of projects, land plots, and investment procedures, which will be detailed by the Government.
The time for implementing the procedure for approving investment policies and simultaneously assigning investors without bidding is expected to take a maximum of 75 days, reducing about 200 days, or 70% of the time, compared to the current regulations.
Priority for Social Housing: Workplace 30 km Away from Accommodation
Furthermore, to expedite the implementation of social housing projects, the Government proposes eliminating the steps of establishing, appraising, and approving the task of detailed planning, as well as the procedure for appraising the feasibility study report.

Notably, the draft also proposes conditions for benefiting from social housing support policies. For provinces and cities that have been rearranged, the conditions for housing of beneficiaries who wish to buy, rent, or buy social housing will be based on the administrative boundaries of the province or centrally-run city where the project is located before the rearrangement, as stipulated in the Housing Law.
In the case of individuals whose workplace is far from their residence, the condition for being eligible to buy, rent, or buy social housing near their workplace is that they must not already own a house or have benefited from housing support policies. If they do own a house, the minimum distance from their current residence to their workplace must be 30 km or more.
Additionally, to address the housing needs of officials, public employees, and laborers, the Government suggests implementing a policy that allows businesses, state administrative agencies, and public non-business units to rent social housing for their employees, ensuring a stable workforce.
For manufacturing enterprises in industrial parks, they will be allowed to rent accommodation for their workers.
Establishing the National Housing Fund: A Bold Initiative for Social Housing
On the morning of May 20, as part of the 9th session of the 15th National Assembly, Party Central Committee member and Minister of Construction Tran Hong Minh presented a proposal for a draft resolution on piloting several specific mechanisms and policies for the development of social housing.
