
The second round of negotiations for the Bilateral Reciprocal Trade Agreement between Vietnam and the United States commenced on the morning of May 19, 2025 (local time) in Washington, D.C., USA.

The second round of negotiations for the Bilateral Reciprocal Trade Agreement between Vietnam and the United States was held from May 19 to 22, 2025, in Washington, D.C., USA.
The Vietnamese negotiation team was led by Minister of Industry and Trade, Chief Negotiator of the Government Nguyen Hong Dien, with the participation of negotiation team members and representatives from relevant ministries and sectors, including Public Security, Foreign Affairs, Finance, Construction, Interior, Agriculture and Rural Development, Science and Technology, Justice, and the State Bank of Vietnam.
On May 19, 2025 (local time, corresponding to May 19 and 20 in Hanoi), the first day of the negotiations, the Vietnamese and American delegations discussed their overall approaches to addressing fundamental issues of mutual concern and accelerating the negotiation process.
Both sides also engaged in open, frank, and constructive exchanges on groups of issues of mutual interest, clarifying the content of the agreement’s text and sharing information on each other’s current policies to lay the groundwork for subsequent tasks.
U.S. Trade Representative Commends Vietnam’s Goodwill and Proactivity
Prior to this, on May 16, in Jeju, South Korea, immediately after the conclusion of the 31st APEC Ministerial Meeting (MRT 31), as planned, the Vietnamese Minister of Industry and Trade, Chief Negotiator Nguyen Hong Dien, held direct negotiations at the ministerial level with the United States Trade Representative (USTR) Jamieson Greer.
This was the first in-person ministerial-level negotiation between Vietnam and the United States after the online negotiation on April 12, 2025, aimed at implementing the negotiation of the Vietnam – US Trade Agreement as directed by the high-level leaders of the two countries.
The negotiation was conducted in a frank, constructive, open, and flexible manner, reflecting both sides’ strong efforts to build a stable economic, trade, and investment relationship that harmonizes interests and is commensurate with the Vietnam – US Comprehensive Strategic Partnership. This is based on respect for sovereignty, self-determination, political institutions, harmony, and balance of interests, and in accordance with international law and practices and the development level of each country.
The U.S. Trade Representative, Jamieson Greer, acknowledged and highly appreciated Vietnam’s goodwill and proactivity in actively preparing for the negotiations between the two countries, basically agreeing with Vietnam’s approach and proposals.
The United States hopes that with the efforts of both sides, the upcoming technical-level negotiations will yield positive results, bringing practical benefits to the people and business communities of both countries, contributing to the stability and sustainable development of bilateral trade relations and the comprehensive strategic partnership.
Based on this, the two ministers reached a high consensus on principles, approaches, content orientation, and negotiation plans, laying a foundation for the effectiveness of subsequent negotiation rounds.
