Progress on Ho Chi Minh City’s Ring Road 3 Project

On August 25th, a National Assembly delegation led by Mr. Vu Hong Thanh, Vice Chairman of the National Assembly, and Mr. Bui Xuan Cuong, Vice Chairman of the Ho Chi Minh City People’s Committee, inspected several key projects.

At the construction site of the Ho Chi Minh City Ring Road 3 and the area related to the Long Thanh Airport, the delegation noted the progress and listened to concerns about infrastructure connectivity as these two major projects enter their final stages.

Ho Chi Minh City’s Ring Road 3 Project Reaches Over Halfway Point

At the Ring Road 3 construction site in Long Binh Ward, Ho Chi Minh City, the delegation received a direct report from the Management Board of Investment and Construction of Traffic Projects (Transport Board).

Mr. Luong Minh Phuc, Director of the Transport Board, said that at the 3rd session of the 15th National Assembly, Resolution No. 57/2022/QH15 (dated June 16, 2022) was passed, approving the investment policy for the Ho Chi Minh City Ring Road 3 Project.

According to the resolution, the project is 76.34 km long, with a 100-grade highway standard, initially divided into four lanes, 19.75 m wide, and a two- to three-lane parallel road. The total investment is estimated at VND 75,378 billion, including VND 61,326 billion for the 2021-2025 period and VND 14,322 billion for the 2026-2030 period. The project commenced in 2022, with basic completion in 2025 and operation in 2026.

The project is divided into eight sub-projects managed by Ho Chi Minh City, Dong Nai, Binh Duong (formerly), and Long An (now in Tay Ninh). Ho Chi Minh City is in charge of the two largest projects, including the construction of 47.11 km with a total investment of VND 22,412 billion and compensation and resettlement of VND 25,610 billion. The remaining provinces and cities are responsible for the other sections, with total investments ranging from VND 1,168 billion to VND 13,528 billion.

Thus far, the feasibility study reports for the sub-projects have been approved, with a total investment of VND 68,728 billion. The four construction sub-projects are divided into 31 packages, of which 27 have been approved, and five are being appraised and will be completed in Q3 2025. Compensation, support, and land retrieval have reached 100% with 611 ha; resettlement and technical infrastructure relocation have been completed.

In terms of construction, the entire project has achieved 52% of the volume (VND 12,871 billion out of VND 24,623 billion). As for progress, on December 31, 2025, 24.1 km of the main route will be opened to traffic, and another 41.4 km will be technically opened. By June 30, 2026, the entire 76.3 km of Ring Road 3, including the parallel road, will be in operation.

Mr. Luong Minh Phuc affirmed that the material supply is guaranteed, and the construction progress is on schedule. The localities recommended that the National Assembly, Government, and ministries and branches continue to accompany and remove obstacles to complete the project soon, reducing traffic pressure and promoting the development of the key economic region of the Southern region.

Concerns About Infrastructure Connectivity Delays

Speaking at the meeting, Mr. Vu Hong Thanh, Vice Chairman of the National Assembly, appreciated the positive progress of the project, especially in the Tan Van area – which used to be a “hot spot” for traffic jams but has now significantly reduced traffic pressure. However, he expressed concern about the infrastructure connectivity between Ho Chi Minh City and Long Thanh airport, which is expected to be operational by June 2026.

“The Ben Luc – Long Thanh Expressway will not be operational until September 2026, which is later than the Long Thanh Airport schedule. This is an issue that needs to be addressed immediately,” Mr. Vu Hong Thanh emphasized.

The Vice Chairman of the National Assembly also cited the severe traffic congestion on the day of the inauguration of the expansion of the Long Thanh – Dau Giay Expressway, despite the presence of guide cars, illustrating the enormous infrastructure pressure.

Regarding this issue, Mr. Bui Xuan Cuong, Vice Chairman of the Ho Chi Minh City People’s Committee, said that the city and the localities in the key economic region of the South are promoting many projects to ensure synchronous connectivity. Specifically, the Ho Chi Minh City – Long Thanh – Dau Giay Expressway will be expanded to 10-12 lanes and completed in 2026; the Bien Hoa – Vung Tau Expressway is also accelerating, with the section through Ba Ria – Vung Tau almost complete, and the Dong Nai section is expected to be partially completed by the end of this year.

As for the Ben Luc – Long Thanh Expressway, the Binh Khanh Bridge will be completed in August 2025, and the Phuoc Khanh Bridge is being expedited to complete the entire route by June 2026, adding an important connection to the south. In the 2026-2030 period, Ho Chi Minh City and Dong Nai continue to calculate a series of key projects such as Phu My 2 Bridge, Cat Lai Bridge, and, in the long term, the Ho Chi Minh City – Long Thanh railway.

The National Assembly delegation then inspected several projects in Ho Chi Minh City, including the Metro Line No. 1 (Ben Thanh – Suoi Tien) and inspected the proposal to renovate the urban area on, along, and around rivers and canals, specifically on the south bank of Kenh Doi.

Unified progress: By December 31, 2025, 24.1 km of the main route will be opened to traffic, and another 41.4 km will be technically opened. By June 30, 2026, the entire 76.3 km of Ring Road 3, including the parallel road, will be in operation.

The remaining material needs of the project include 1.6 million m3 of fill, 3.2 million m3 of fill sand, 0.35 million m3 of construction sand, and 3.25 million m3 of stone.

Localities have committed to supply exceeding demand: Dong Nai and Ho Chi Minh City (old Binh Duong) will provide 3.93 million m3 of stone, and Dong Thap, Vinh Long, and old Ben Tre will provide 4.74 million m3 of sand.
