A Gift of 100,000 VND for All Citizens to Celebrate Independence Day

The dispatch states: In the joyous atmosphere of the whole country celebrating the 80th anniversary of the August Revolution and National Day on September 2nd, to continue showing the deep care of the Party and State for all people, following the guidance of General Secretary To Lam, the Government Party Committee presented to the Politburo the proposal of offering gifts to citizens on the occasion of the 80th anniversary of the August Revolution and National Day.
At the Central Office’s document No. 17129-CV/VPTW dated August 28, 2025, the Politburo agreed in principle to offer gifts to citizens on the occasion of the 80th anniversary of the August Revolution and National Day.
To promptly implement the Politburo’s guidance, the Prime Minister requests:
1. The Ministry of Finance, the State Bank of Vietnam, the Ministry of Public Security, and the People’s Committees of provinces and centrally-run cities shall, based on their functions and tasks, and following the Politburo’s guidance in Document No. 17129-CV/VPTW, closely coordinate to immediately verify the gift recipients and deliver the gifts to the people by appropriate methods (bank transfer or direct delivery) as soon as possible, to be completed before the National Day on September 2, 2025.
Gift value: 100,000 VND per citizen, for all citizens to celebrate Independence Day.
2. The Ministry of Finance shall take the prime responsibility and coordinate with relevant agencies to promptly report to the competent authority for a decision on August 29, 2025, on arranging an appropriate budget source to implement this policy, ensuring the state budget balance.
3. The State Bank of Vietnam shall direct its relevant units and commercial banks, especially those where the State Treasury has accounts, to ensure the payment and cash system to meet the requirements of timely and smooth gift delivery to the people, leaving no one untouched and avoiding overlaps.
4. The People’s Committees of provinces and centrally-run cities shall direct relevant agencies and units in their localities to closely coordinate with the Ministry of Public Security, the Ministry of Finance, and the State Bank of Vietnam to organize the timely and safe delivery of gifts to the people, ensuring the progress as required.
5. The Ministry of Culture, Sports and Tourism, Vietnam Television, Vietnam Voice, and Vietnam News Agency shall, based on their functions and tasks, conduct information and communication work on the above policy of the Party and State, creating a jubilant and united atmosphere among the people to celebrate the 80th anniversary of the August Revolution and National Day.
6. The Government Office shall, based on its functions and tasks, monitor and urge the implementation of this dispatch and report to the competent authority on matters beyond its competence.
