According to a report by the Department of Finance, a review of 385 facilities, houses, and land used as offices and operational bases for agencies and units under the management of the People’s Committee at the district level (excluding educational institutions) was conducted.
Of these, 148 facilities and land plots will continue to be used as offices; 190 are utilized for other purposes, and 47 are no longer needed.
In total, 189 cars are currently managed and used for general work by agencies, organizations, and units, with 171 of them meeting standards and quotas.
Other assets include 30,976 machinery and equipment; 1,858 road infrastructure assets; 1,467 clean water infrastructure assets; 99 irrigation infrastructure assets; 327 market infrastructure assets; and 1,645 cultural and sports infrastructure assets.

During the conference, delegates discussed arrangements for the allocation and utilization of office spaces, vehicles, and other assets, as well as the roadmap for handling surplus facilities and land after the merger and coordination in allocating improvement funds.
Concluding the conference, Mr. Nguyen Bich Ngoc, Vice Chairman of the People’s Committee of Cao Bang Province, highly appreciated the implementation of the plan for arranging, allocating, and utilizing office spaces, vehicles, and other assets in the context of administrative unit reorganization.
Regarding vehicles, the Department of Finance will review and consider cars that are beyond their lifespan and do not meet standards and quotas. They will then report to the Provincial People’s Committee and propose a disposal plan. For vehicles with an approved disposal plan, the Department of Finance will coordinate with the Office of the Provincial People’s Committee to issue a disposal decision.
As for transportation and irrigation works, the Department of Construction and the Department of Agriculture and Environment will compile data and collaborate with the districts to redistribute roads and works reasonably. The districts and cities will review their budget management and office space allocation in line with planning, ensuring efficiency and preventing asset waste and loss.
The provincial leaders requested that all tasks be completed by June 2025.
Cao Bang is one of the 11 provinces that did not undergo a merger. After the district-level dissolution, Cao Bang will have 56 administrative units at the commune level, including 53 communes and 3 wards.
