Opening Up the City: Ho Chi Minh City’s $530 Million Project to Connect Hanoi Highway to Ring Road No. 3

On August 28, at the 3rd session of the HCMC People’s Council, a resolution was passed on the investment policy for the construction and completion of the Go Cong intersection and the branch connecting Hanoi Highway to this intersection on Ring Road 3.

The project has a total investment of VND 12,440.9 billion, funded by the city’s budget, and is expected to be implemented from September 2025 to 2029. The construction is planned to commence in Q1/2027 after completing site clearance and compensation.

HCMC assigned the Management Board of Investment Construction Projects of Traffic Works as the investor. The route is approximately 5.9 km long, starting at Tram 2 Intersection on Hanoi Highway and ending at Go Cong Intersection, where Ring Road 3 intersects with Nguyen Xien Street, passing through Tang Nhon Phu, Long Binh, and Long Phuoc wards.

In terms of investment scale, the project will involve constructing a new connection between Hanoi Highway and Go Cong Intersection, consisting of two parallel roads with a total of six lanes, divided into three sections, to link Ring Road 3 and Ring Road 2.

The first and second sections, from Tram 2 Intersection to Le Van Viet Street and from Le Van Viet Street to Go Cong Bridge respectively, will be 107 meters wide. The third section, from Go Cong Bridge to Go Cong Intersection, will be 120 meters wide, conforming to the planned intersection layout.

At Go Cong Intersection, a four-level intersection with an underground tunnel will be constructed, connecting the branch road from Hanoi Highway through Long Phuoc Ward to Dong Nai 2 Bridge.

The project also includes the construction of an elevated road on Ring Road 3 with four lanes to complete the planned road system, along with overpasses at the intersections with Le Van Viet Street, D1 Street, and Trau Trau Canal, as well as Go Cong Canal.

This project is expected to alleviate traffic congestion and meet the transportation needs for socio-economic development in the eastern district of HCMC, gradually completing the transportation network according to the approved HCMC Transport Development Plan for the period of 2040 and beyond.

At this session, the HCMC People’s Council also passed a resolution adjusting the investment policy for the construction of the Thoi An – Thanh Xuan (Route 2) inter-ward road project. The total investment capital has been adjusted from over VND 1,152 billion to over VND 3,563 billion. The project has been upgraded from Group B to Group A, and the implementation period has been extended from 2019-2028, instead of 2019-2021 as previously planned.
