Mr. Le Van Nghia will continue as the representative of Vietnam Oil and Gas Group (PVOil)’s contributed capital at COM and remain on the Board of Directors until the end of the 2022-2026 term.

Mr. Le Van Nghia, born in 1966, holds a Bachelor’s degree in Accounting. He joined PVOil in 2011 as Deputy Head of Internal Control. In 2017, he was appointed to the PVOil Board of Directors and also served as Chairman of the COM Board.

The new Chairman of the Board, Ly Vinh Hoa, was born in 1970 and is a Chemical Engineer with 30 years of industry experience. He began his career at the Cat Lai Oil Refinery of Ho Chi Minh City Petroleum One-Member Limited Company (Saigon Petro) in 1995, where he has worked ever since. In 2021, Mr. Hoa was appointed Deputy General Director of Saigon Petro. In 2022, he took on the role of COM Board member, which he still holds.

As of March 31, 2025, the two largest shareholders in COM were Saigon Petro and PVOil, with ownership stakes of 39.65% and 44.79%, respectively. Mr. Hoa is one of two representatives of Saigon Petro’s contributed capital at COM. He personally represents a capital ratio of 23.79%.
