The Ministry of Natural Resources and Environment has issued a document to the People’s Committees of provinces and centrally-run cities regarding the implementation of the 2024 land inventory. This move is in accordance with the 2024 Land Law, Directive No. 22/CT-TTg of the Prime Minister, and new resolutions of the Central Committee and the Government on the reorganization of administrative units at all levels.

Accordingly, the Ministry of Natural Resources and Environment requests local authorities to expedite the completion and submission of land inventory results and the establishment of land-use status maps for the commune level in 2024 before proceeding with administrative rearrangements. These are to be submitted through the Ministry of Natural Resources and Environment’s land inventory system, with a deadline of June 15, 2025.

Additionally, the Ministry requests a halt to the land inventory and the establishment of land-use status maps for the district level in 2024, with a temporary suspension at the provincial level until the completion of rearrangements according to new administrative boundaries.

For provincial and district-level administrative units that are in the process of or have completed the 2024 land inventory and land-use status map establishment, the consideration and payment for completed volumes will be made in accordance with current regulations.

Localities are also requested to proactively coordinate with the Ministry of Defense and the Ministry of Public Security in reviewing and agreeing on the location and area of defense land and security land in their respective areas.

The Ministry also proposes that the People’s Committees of provinces and cities, after the rearrangement, shall be responsible for compiling land inventory data and establishing land-use status maps for the commune level in 2024, according to new administrative boundaries, with a deadline of July 31, 2025.

Localities are required to complete the land inventory and submit the results for the provincial level to the Ministry of Natural Resources and Environment before August 20, 2025.

Furthermore, the Ministry of Natural Resources and Environment instructs localities to focus on completing the mapping of administrative boundaries at all levels in accordance with the approved Scheme for the reorganization of administrative units, and to update the administrative boundary layer into the Ministry’s land inventory system.
