New Income Thresholds Proposed for Social Housing Applicants

The Ministry of Construction has recently released a draft decree to replace Decree 100/2024/ND-CP on social housing. One of the key proposed amendments includes revisions to the income criteria for eligibility.

Social Housing Opportunities for Couples with a Combined Income of up to VND 40 Million

Eligible applicants include low-income individuals in urban areas, workers and employees of enterprises, cooperatives, and cooperative alliances inside and outside industrial parks, and officials, public employees, and state employees as defined by relevant laws and regulations.

For unmarried, divorced, or legally single applicants, the maximum income threshold is proposed to be VND 20 million per month (an increase from the current VND 15 million).

For married couples, the combined income of both spouses must not exceed VND 40 million per month.

For unmarried, divorced, or legally single applicants with underage children, the income threshold is proposed to be VND 30 million per month.

Income levels will be determined based on salary and wage tables provided by the applicant’s employer or organization.

The income eligibility period is defined as the 12 consecutive months preceding the date of submission of the valid application by the eligible applicant to the investor for the registration of purchase or rental of social housing.

The Ministry of Construction also proposes to amend the interest rate for social housing loans through the Policy Bank to 5.4% per annum, down from the current 6.6%.

During the mid-August conference on social housing development, Prime Minister Pham Minh Chinh agreed with the proposals, including the Ministry of Construction’s suggestion to raise the income threshold for social housing eligibility. He instructed the Ministry of Construction to propose amendments to Decree 100/2024/ND-CP through an expedited process.

Local Police to Verify Income for Self-Employed Social Housing Applicants

In this draft, the Ministry of Construction proposes amendments to Paragraphs 1 and 2 of Article 30 regarding income conditions. Specifically, for applicants falling under Paragraph 5 of Article 76 of the Housing Law who do not have an employment contract, income verification will be based on the criteria specified in Paragraph 1 of this Article, and confirmation will be provided by the local police authority of the applicant’s registered residence or temporary residence, instead of the People’s Committee as currently stipulated.

Within seven days of receiving the request, the local police will verify the applicant’s income information based on the National Database on Population.

The Ministry of Construction will amend and supplement the relevant documents and confirmations to ensure consistency with this regulation.

Explaining this proposal, the Ministry of Construction stated that they had received numerous petitions and feedback from localities regarding difficulties in confirming the income of low-income individuals in urban areas without employment contracts. This challenge arises due to the lack of population data available to the People’s Committees, as highlighted by localities such as Hanoi, Thanh Hoa, Danang, Can Tho, and Quang Ninh.

Previously, in Document No. 120 (March 2025), the Government Office communicated the conclusion of the Prime Minister at the National Online Conference on Social Housing Development. The conclusion directed the Ministry of Public Security to innovate the National Population Database by adding information to evaluate the eligibility of individuals for purchasing or renting social housing, thereby reducing administrative procedures.

Therefore, the Ministry of Construction proposes that for low-income individuals in urban areas without employment contracts, income verification will be based on the specified criteria, and confirmation will be provided by the local police authority of the applicant’s registered residence, temporary residence, or current residence.
