The Resolution emphasizes the crucial role of energy security in Vietnam’s rapid and sustainable development, especially in achieving the country’s strategic goals for 2030 and 2045. It aims to ensure a stable and high-quality energy supply, reduce emissions, and enhance the country’s economic, social, defense, and security capabilities while improving the people’s living standards and protecting the ecological environment.
By 2030, Vietnam targets a primary energy supply of approximately 150-170 million tons of oil equivalent, with a total power capacity of 183-236 GW or higher, depending on system demands and socio-economic conditions. The resolution also sets a target of attaining a renewable energy share of about 25-30% in the primary energy supply by 2030.
Looking towards 2045, the resolution emphasizes ensuring robust national energy security, fostering a competitive and transparent energy market, promoting sustainable development in the energy sector, reducing greenhouse gas emissions, and adapting to climate change.
The Resolution outlines key tasks and solutions to ensure and promote energy development, including the urgent deployment of Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects with suitable partners, ensuring Vietnam’s best interests and considering previous agreements. It also emphasizes the development of flexible-scale nuclear power programs and small modular nuclear reactors, along with encouraging state and private sector participation in small modular nuclear power development.
Regarding oil and gas, the Resolution highlights the importance of intensifying exploration and exploitation in potential areas, deep waters, and far shores, linked with safeguarding national sovereignty. It also calls for an effective strategy for oil and gas cooperation abroad and the development of a reasonable gas pricing policy.
For coal, the Resolution encourages efficient and safe domestic coal mining and proposes a rational and flexible mechanism for coal exploitation and imports. It also promotes investment in coal exploration and exploitation overseas to meet Vietnam’s import demands.
Regarding wind and solar power, the Resolution prioritizes their development, ensuring system safety and reasonable electricity prices, especially for self-produced and self-consumed energy and rooftop solar power.
The Resolution also emphasizes the need for breakthrough mechanisms to attract social resources for energy development and ensure capital for energy planning, particularly for the national power development plan for 2021-2030, with a vision towards 2050. It proposes preferential credit mechanisms or government guarantees for critical national energy projects, including large-scale, urgent, and important BOT power projects.
Additionally, the Resolution outlines the development of a proposal to enhance the quality of human resources in the energy sector, including the training of a minimum of 25,000-35,000 engineers and experts, with a particular focus on the nuclear energy industry.
