Minister of Construction Tran Hong Minh has just issued an urgent dispatch to the People’s Committees and Departments of Construction of the provinces of Lang Son, Yen Bai, Tuyen Quang, Phu Tho, Ninh Binh, Ha Tinh, Quang Binh, Quang Tri, Dak Lak, Dong Thap, and Da Nang city, as well as the Project Management Units for Transport and Rural Development in Dak Lak, and the Maritime and Inland Waterways Project Management Unit.

The dispatch clearly states: According to the report on the disbursement results of the central budget investment plan for 2025 by investors and project management units, as of the end of April 2025, the Ministry of Construction has disbursed only 15.88% of the plan assigned by the Prime Minister, lower than the same period in 2024 (20.97%).

The progress and disbursement are very slow

According to the Ministry of Construction, for projects under the management of local authorities and 3 projects with integrated local capital, the progress and disbursement are still very slow. Of these, 6 projects have very low disbursement rates, and some projects have not started disbursement yet.

Facing this situation, the Minister of Construction requested the People’s Committees of provinces and cities to direct the Directors of the Departments of Construction, Project Management Units, and heads of relevant agencies and units to focus on implementing the mentioned solutions to promote the implementation and disbursement of public investment capital on schedule.

The Ministry of Construction emphasized that speeding up disbursement must be accompanied by ensuring the quality of works and projects, absolutely not allowing negative phenomena, waste, or violations of legal regulations.

Local authorities need to get involved

The Ministry of Construction also requested the People’s Committees of provinces and cities to urge local authorities and the political system to resolve prolonged site clearance issues; promptly hand over the site to the units in charge of construction, ensuring the completion and handover of the project on schedule.

The Ministry of Construction also warned that in case the site clearance cannot be resolved, leading to the inability to complete the project on schedule, especially for projects that have been extended by competent authorities and projects with integrated local capital, the Ministry will report to competent authorities to consider suspending the project and handing it over to the locality to continue managing and investing in accordance with the Law on Roads in 2024 and Decree No. 65/2024.

According to the Ministry of Construction, the above measures aim to disburse 100% of the central budget capital plan assigned by the Prime Minister in 2025, contributing to achieving the economic growth target of 8% or more in 2025, while also completing and handing over projects on schedule, especially those that need to be completed in 2025.
