The Coastal Highway to Haiphong: A $163 Million White Elephant Project?

For over eight years, the coastal road project in Hai Phong city has been left in a state of disrepair. What was once envisioned as a bustling transportation route now lies abandoned, with an unfinished road and a bridge that seemingly leads to nowhere. The once-promising project has now become a ghostly reminder of what could have been, with nature slowly reclaiming what was once hers.

The coastal road project connecting Hai Phong and Hung Yen has a total investment of over VND 3,758 billion and was started in May 2017. In September 2021, the Prime Minister issued a decision approving the master plan for the road network for the period of 2021-2030, with a vision to 2050, including the Ninh Binh – Hai Phong expressway (CT08) with a total length of 109km and a scale of four lanes. The section of CT08 passing through Hai Phong City and a 9km section in Hung Yen Province, with a total length of about 31.8km, overlaps with the above-mentioned coastal road.

Hai Phong City has implemented two projects (BOT and state budget expansion projects) to construct 29.7km of the coastal road (20.7km in Hai Phong and 9km in Hung Yen Province), with a total width of 24.75m, ensuring four vehicle lanes as planned.

So far, the investor has completed site clearance for both projects. The BOT project has achieved about 72.3% of the contract value, with an actual completion of 73.67%. The expansion project has achieved about 53.34% of the contract value. Both projects were scheduled to be completed by 2024, but they are currently eight months behind schedule.

According to the Hai Phong Transportation Project Management Board, due to difficulties and obstacles related to interest rate differences in the BOT project loan, it was necessary to terminate the contract ahead of schedule. Based on the court’s ruling, the People’s Committee of Hai Phong City decided to terminate the BOT contract ahead of schedule and not to continue the investment to upgrade it to an expressway. Currently, the People’s Committee of Hai Phong City is implementing procedures to settle payments to the investor and finalize the project, and it is expected that the BOT contract will be completely resolved in the second quarter of 2026.

According to VTC News, at the intersection of Dong Neo (Km11+800 of provincial road 353, the starting point of the project in Do Son, Hai Phong), the road surface has been asphalted and the lighting system installed, but there are no lane markings or traffic signs. Concrete barriers are scattered on both sides of the road, allowing only small vehicles to pass through.

The project has only completed the foundation construction for a few kilometers, and the rest is temporarily suspended, resulting in many unfinished sections along the route, with asphalt on one side and the other side remaining gravel.

In some sections, the road foundation has sunk, forming deep pits that turn into ponds during storms and heavy rains.

The road surface has dense bumps and potholes, but as the road intersects with local roads, there is still a lot of traffic every day.

The Van Uc Bridge is part of the coastal road project in Hai Phong. The 2.24km-long bridge, with a total investment of over VND 800 billion, connects Kien Thuy and Tien Lang districts. Although the bridge was completed in 2023, it has not been put into operation because the coastal road in Hai Phong is still under construction.

At the beginning of the bridge on the Kien Thuy side, concrete pipes, beams, and barriers are placed haphazardly to restrict vehicle access.

However, local residents still ride motorbikes and transport goods by maneuvering through the concrete blocks placed on the road, despite the danger signs.

This is the bridge at the intersection of the coastal road with Road 212 in Hung Thang, Hai Phong.

The coastal road passes through Hung Thang and intersects with many local roads, but the lack of pedestrian underpasses makes it difficult for residents to travel, especially during rainy weather.

This is the end of the coastal road leading to the bridge over the Thai Binh River to Hung Yen Province (Thai Thuy district, former Thai Binh Province). Currently, only the earth foundation has been built, with no signs of infrastructure development.

At the intersection of the coastal road with the approach to the Thai Binh River Bridge to Vinh Bao district (former Hai Phong City), the approach road has been completed, but the coastal road is still under construction and cannot be used.

Many local roads intersect with the coastal road in Hai Phong. However, as the construction has been ongoing for many years and is not yet completed, local residents have to wade through mud and face numerous difficulties in their daily travels.

To address the difficulties and obstacles, the People’s Committee of Hai Phong City has reported to the People’s Council and requested the People’s Committee of Hung Yen Province to report to the Provincial People’s Council to issue a resolution assigning the People’s Committee of Hai Phong City as the managing agency for the CT.08
