Residents of Dong Chum commune have reported that several sections of the newly constructed road connecting Dong Chum and Muong Chien have developed cracks, raising concerns about the quality of the concrete and construction techniques used.

The project, with a total investment of VND 80 billion, is managed by the Management Board of Agricultural and Rural Development Projects in Hoa Binh province (now the Management Board of Industrial, Agricultural, and Civil Construction Projects). The construction contractor is a joint venture between Duc Nhanh Construction Company Limited and Tuan Thanh Construction Company Limited. The project commenced in early 2023 and is expected to be completed by the end of 2025. The goal is to upgrade and expand the 6.5-kilometer road, widening it to 5.5 meters.

On-site observations by our reporters in Na Lop village, Dong Chum commune, revealed numerous large and small cracks on the road surface, with some sections displaying extensive networks of cracks stretching for meters.

Mr. Luong Van T., a local resident, shared that the road was constructed in 2023, and soon after the concrete was poured, cracks started to appear.

“During the construction process, we noticed the cracks and brought them up with the technical staff of the contractor, but our concerns were ignored,” Mr. T. added.

Mr. Luong Van P., another resident of Na Lop village, expressed his gratitude for the government’s investment in improving the road, stating that the community closely monitored each stage of the construction process.

When contacted, a representative from Duc Nhanh Construction Company Limited acknowledged the issue of road cracks in the Dong Chum-Muong Chien project and assured that they would propose a solution to ensure the quality of the project.

Mr. Nguyen Xuan Dieu, Deputy Director of Duc Nhanh Construction Company Limited, attributed the cracks to external factors and assured that the concrete used in the project met all quality standards. He explained that the road is the only route connecting Dong Chum and Muong Chien, and before the concrete could fully set, heavy vehicles used by locals caused the cracks.

“We will demolish and reconstruct the affected sections with new concrete, ensuring quality before final acceptance and handover,” Mr. Dieu affirmed.

Mr. Tran Trung Kien, representing the project investor, the Management Board of Industrial, Agricultural, and Civil Construction Projects in Hoa Binh province, confirmed that they were aware of the cracks and had instructed the contractor to reconstruct the sections that did not meet technical and quality standards.

Regarding land compensation and clearance for the project, Mr. Tran Trung Kien assured that the process was conducted meticulously and transparently, with compensation rates following state regulations and project designs. He added that local authorities had worked closely with the Management Board to explain the compensation process to the residents and guide them through the necessary procedures to verify land ownership.

“Only five households have not yet received compensation. These households did not complete the process of determining land origins and disagreed with the compensation plan,” Mr. Kien stated.
