In the report on the issue of electricity bills for August 2025 and the proposed amendments to Decree 72/2025/ND-CP on the mechanism and timing of adjusting the average retail electricity price, the Vietnam Electricity Group (EVN) stated that due to numerous customer complaints about abnormal increases in electricity bills for August in some northern and central localities, EVN has instructed the Power Corporations to review and address customer concerns.

The Power Corporations have compiled specific statistics, revealing that over 3.2 million out of nearly 32 million residential customers nationwide experienced a rise in electricity consumption of 30% or more in August compared to July.

Thus far, there have been over 500 complaints regarding high electricity bills for August. In response, local electricity units have promptly conducted inspections, provided clarifications, and communicated with customers.

“Essentially, the past month, especially the first half of August, saw northern regions endure scorching weather, leading to a significant surge in electricity consumption. On August 4th, electricity consumption in the north reached an all-time high,” EVN explained.

Regarding posts on social media about electricity bills, EVN stated that many unverified posts in online groups lacked customer details, making it impossible to verify their authenticity. Some reflections were found to be untrue or posted to attract views and promote online sales.

Additionally, numerous complaints came from customers who purchased electricity from electricity wholesalers and retailers rather than directly from EVN. These organizations still use mechanical meters, requiring manual data entry, which carries a higher risk of errors compared to electronic meters.

Preliminary statistics indicate that there are 521 electricity wholesaler and retailer organizations nationwide, with 481 of them in the northern region alone, accounting for 92%.

EVN also shared that the majority of its customers now have electronic meters installed. The use of electronic meters and remote data reading eliminate manual data entry, significantly reducing errors as data is automatically updated without human intervention.

“The initial review of high electricity bill complaints for August did not uncover any inaccuracies,” EVN asserted. The inspection and investigation of specific complaints continue.
