In the afternoon of September 9, Deputy Prime Minister Ho Duc Phoc had a working session with Mr. Tran Ba Duong, Chairman of THACO, and Mr. Lee Yong-bae, CEO of Hyundai Rotem.
Hyundai Rotem is a leading mechanical company in South Korea, established in 1977, under the Hyundai Group. Hyundai Rotem operates in various fields, including railways (manufacturing high-speed trains, locomotives, train cars, signal systems, and providing maintenance services). The company is also a pioneer in hydrogen-powered train technology….
At the working session, Deputy Prime Minister Ho Duc Phoc stated that developing modern infrastructure, such as airports, seaports, highways, and high-speed railways, is crucial for Vietnam’s development in the new era. He provided information about upcoming urban railway and high-speed railway projects that Vietnam is focusing on implementing in the near future.

During the meeting, Mr. Tran Ba Duong, Chairman of THACO, reported to Deputy Prime Minister Ho Duc Phoc on THACO’s investment plans in the urban railway sector and the prospects for cooperation between THACO and Hyundai Rotem in this field.
Following this, the Technology Director of Hyundai Rotem introduced the company’s development, strengths, and achievements over nearly 50 years in the production of high-speed trains, locomotives, train cars, signal systems, and maintenance services.
Based on their expertise and experience, Hyundai Rotem expressed their interest in participating in the development of Vietnam’s high-speed railway system through technology transfer, including the production of high-speed trains with efficient operation, comprehensive solutions for localization, and maintenance during operation.
At the meeting, representatives from Hyundai Rotem and THACO provided detailed answers to Deputy Prime Minister Ho Duc Phoc’s questions regarding Hyundai Rotem’s actual production results in the high-speed train sector, train design speed, operating costs, component production for smooth operation, and signal control systems, among others.

Deputy Prime Minister Ho Duc Phoc highly appreciated Hyundai Rotem’s cooperation and technology transfer ideas, localization of production, and cost-effective maintenance and operation.
The Deputy Prime Minister emphasized the importance of ensuring a “comprehensive” high-speed railway system, from initial design to the production of rails, signal systems, locomotives, train cars, maintenance work, and operating costs.
“THACO and South Korean Giant Join Forces for Urban Railway Development”
“THACO (THA) is proud to announce its proposal for a strategic partnership with Hyundai Rotem, Korea’s leading mechanical engineering conglomerate. With a shared vision for innovation and excellence, the collaboration aims to revolutionize Vietnam’s transportation landscape by developing a high-speed rail system. Through this partnership, THACO aims to harness Hyundai Rotem’s expertise in technology transfer, skill development, and localization of production to create a world-class transportation network that will drive Vietnam’s economic growth and connectivity.”
“Institutional Refinement for the Semiconductor Industry: Ensuring Energy and Human Capital”
The announcement, Directive 439/TB-VPCP, underscores the imperative for ministries and sectors to collectively address key bottlenecks in infrastructure, institutions, human resources, and energy. By doing so, and by actively promoting international cooperation and localizing supply chains, Vietnam’s semiconductor industry can achieve a breakthrough and ascend to new heights.
