On May 30, 2025, the People’s Committee of Hue City held its regular press conference for May. At the meeting, Deputy Director of the Department of Finance Tran Cong Thich Vuong provided information on the socio-economic development of the city, highlighting significant achievements that demonstrated the strong and resilient recovery of the local economy.
TOURISM MAKES A STRONG IMPRESSION
One of the brightest spots in May was the tourism sector. According to Mr. Tran Cong Thich Vuong, the unique cultural festivals held within the framework of the National Tourism Year 2025 in Hue created a strong attraction for domestic and international tourists. In May alone, the number of visitors to Hue increased by nearly 85.5% compared to the same period last year – a surge that showcases the city’s growing appeal as a heritage destination.
From the beginning of the year until now, Hue has welcomed approximately 2.7 million visitors, a rise of over 67% compared to the previous year. Of this, the number of international visitors is estimated to reach nearly 1.1 million, an impressive figure that demonstrates the impact of the city’s tourism promotion and development programs. Tourism revenue from the beginning of the year is estimated at over VND 5,000 billion, up 55%, making a significant contribution to the city’s GRDP growth.
Hue’s export activities in May also yielded positive results. The city’s total export turnover was estimated at USD 136 million, up 9% from the previous month and up 32.8% from the same period last year. In the first five months of the year, exports reached USD 598 million, an increase of 29.8% – equivalent to 41.8% of the annual plan.
On the other hand, the total import turnover in the first five months reached approximately USD 441.7 million, up 20.8% over the same period. This indicates a continued improvement in production and business activities in the area, driving the demand for imported raw materials and machinery.

Additionally, the total retail sales of goods and consumption services revenue reached approximately VND 26,500 billion, an increase of nearly 16% compared to the previous year. This positive signal reflects a stable recovery in consumer spending, contributing to the growth of domestic consumption.
In the field of credit, as of the end of May, the total credit outstanding in Hue city reached approximately VND 86,800 billion, up 4.3% from the end of 2024. Notably, credit for small and medium-sized enterprises reached VND 14,800 billion, a significant increase of 16.2% – reflecting the trend of supporting enterprises in their recovery and expansion of production.
The Consumer Price Index (CPI) in May is estimated to have increased slightly by about 0.15% compared to the previous month. This increase is in line with the trend of controlling inflation in the country and does not put significant pressure on the spending and investment of businesses and citizens.
ADMINISTRATIVE REFORM REAPS CLEAR RESULTS
In 2024, Hue city achieved remarkable results in administrative reform. Specifically, the Provincial Competitiveness Index (PCI) ranked 6th in the country, up 2 places compared to 2023. The Administrative Reform Index (PARINDEX) rose to 7th place, an improvement of 10 ranks. However, the PAPI index fell by 10 ranks to 11th place, indicating room for improvement in public governance and administration.
A notable highlight is that Hue city has completed the arrangement of administrative units at the commune level, reporting to the Government to submit to the Standing Committee of the National Assembly. Accordingly, 133 commune-level administrative units will be reorganized into 40 units, a reduction of 69.92%. This move is crucial for streamlining the apparatus, improving management efficiency, and ensuring uninterrupted operations at the grassroots level.
In June and the third quarter of 2025, Hue city will focus on key tasks, with the highest priority being the review and acceleration of tasks that are behind schedule. The city will also expedite public investment disbursement, striving to achieve 100% of the 2025 capital plan.
Concurrently, the city will implement the Action Program to realize Resolution 68 of the Politburo on private economic development and the Project for Enterprise Development towards 2030. Administrative reform efforts will be further intensified, especially during the reorganization of commune-level administrative units.
In terms of financial targets, the revenue collection goal for the whole of 2025 is set at VND 15,765 billion, an increase of 27.5% compared to the estimate, reflecting the local government’s strong determination to create sustainable development resources.
Moreover, Hue will also host several large-scale cultural and social events in the coming time, such as the finale of Miss Vietnam 2025, the Community Ao Dai Week, and the National Chef Contest. These events are expected to create a buzz and further establish Hue city as a prominent cultural and tourist hub in Vietnam.
