According to the Dong Nai Province’s Information Portal, the Provincial People’s Committee recently held a meeting with Construction Corporation No. 1 (CC1) to discuss their proposal for the Cat Lai Bridge Construction Project.
CC1 representatives outlined a project spanning over 11.6 km, including a 4.7 km Cat Lai Bridge, with an estimated investment of over 18.8 trillion VND (excluding construction interest). They proposed a PPP investment model, offering three options: BOT and BT contracts paid by the state budget, BT contracts paid by the state budget, or BT contracts paid with land funds.
        The Cat Lai Bridge is one of the most anticipated road bridge projects connecting Dong Nai and Ho Chi Minh City for residents of both regions.
In July 2025, authorities from Dong Nai Province and Ho Chi Minh City met to discuss investment methods, financing, and project implementation. Both parties agreed to assign the Dong Nai Provincial Project Management Board as the project preparation unit and consult on investment options under a PPP model (BOT contract).
To ensure synchronized construction of the bridge and access roads, the state budget will cover land clearance and investment costs up to the maximum legal ratio.
If financial plans are insufficient, the project may be divided into a PPP component (BOT contract for the bridge) and two public investment components (or BT, depending on local conditions) for the access roads. Both localities agreed on detailed implementation plans to prevent delays in road construction affecting bridge operation, exploitation, and fee collection.
According to Deputy Director of the Department of Construction, Duong Van Hieu, the Departments of Construction of Dong Nai Province and Ho Chi Minh City have aligned the Cat Lai Bridge’s route for inclusion in both regions’ planning documents.
Ho Chi Minh City has approved the 1/2,000 zoning plan for Thu Duc City’s Zone 6. Dong Nai Province has updated the adjusted planning scheme for the new Nhon Trach urban area, currently under review by the Ministry of Construction.
Vice Chairman of the Provincial People’s Committee, Ho Van Ha, stated that the Department of Construction has been tasked with completing the project dossier for submission to the Provincial Party Committee. Once approved, it will be presented to the Provincial People’s Council for investment approval.
Provincial leaders confirmed that both localities agree on the project’s necessity. Dong Nai Province aims to commence the Cat Lai Bridge Project in 2026 and complete it by the end of 2028.
The Cat Lai Bridge is a highly anticipated project, expected to significantly boost the development of the new Nhon Trach urban area. It is also a crucial component in the planned transportation route connecting Long Thanh International Airport to Ho Chi Minh City via Provincial Road 25C.
