Hòa Bình provincial police on June 1, 2025, announced the detection and dismantling of a facility producing thousands of tons of counterfeit and substandard fertilizer destined for the Northern and Central regions’ markets.

This success is a result of the implementation of Dispatch No. 65/CD-TTg by the Prime Minister, initiating a campaign to combat smuggling, trade fraud, and intellectual property rights infringements. It also aligns with the plans of the Ministry of Public Security and Hoa Binh Provincial Police to tackle the production and trade of counterfeit and substandard goods, as well as those without legal origin. These efforts are under the direct instruction of Colonel Do Thanh Binh, Director of the Hoa Binh Provincial Police.

On May 31, 2025, after an intensive investigation, the Provincial Police’s Investigation Police Division for Corruption, Economic, Smuggling, and Environmental Crimes initiated legal proceedings and prosecuted Tran Van Huan, Director of Minh Bao An Hoa Binh Branch, for “production and trading of counterfeit goods.”

During the search of the production facility in Phu Binh village, Phu Nghia commune, Lac Thuy district, Hoa Binh province, the authorities seized 248.920 tons of counterfeit and substandard fertilizer, 300 tons of fertilizer with Chinese characters but lacking supplementary labels, invoices, or documents proving their legal origin, 45.080 tons of raw materials for producing counterfeit fertilizer, 98,133 packages with 19 different types of fertilizer products from various manufacturers, and machinery and equipment used for producing and packaging counterfeit fertilizer.

Additionally, 70 tons of counterfeit fertilizer were seized from a tractor-trailer on its way to consumption. Initially, Tran Van Huan confessed to producing and selling thousands of tons of counterfeit fertilizer to the Northern and Central regions’ markets between December 2024 and his arrest.

The Hoa Binh Provincial Investigative Security Agency is investigating and handling the case in accordance with legal regulations.

The authorities seized a total of 62 tons of finished fertilizer products and 11,500 bags of raw materials, weighing a total of 230 tons.
