The Ho Chi Minh City People’s Committee has submitted a proposal to Deputy Prime Minister Tran Hong Ha and the Ministry of Agriculture and Environment, advocating for amendments to the 2024 Land Law regarding land pricing. This move aims to resolve bottlenecks affecting nearly 100 land-related cases.
According to the Ho Chi Minh City People’s Committee, Article 63 of Decree 102 outlines the land pricing method using the land price adjustment coefficient (K factor) for land allocated or leased by the state before the 2013 Land Law. Currently, approximately 100 real estate projects in the city are subject to this regulation.
However, determining land prices for transactions predating the 2013 Land Law has proven challenging due to the extensive time elapsed. Gathering historical data to establish accurate land prices has become nearly impossible.
In response, the Ho Chi Minh City People’s Committee has communicated these challenges to the Ministry of Agriculture and Environment, specifically addressing issues related to the application of the land price adjustment coefficient as per Decree 102.

The Department of Land Planning and Resource Development provided guidance on implementing the land price adjustment coefficient method. However, this approach remains unfeasible due to the lack of comparable historical property data.
The Ho Chi Minh City People’s Committee emphasizes that the deadlock in land pricing has significantly hindered the city’s socioeconomic development. Hundreds of real estate projects are currently stalled or suspended, leading to widespread consequences.
To address these issues, the Ho Chi Minh City People’s Committee has appealed to the Deputy Prime Minister and the Ministry of Agriculture and Environment. On August 15, the government issued Decree 226, amending several provisions of the decrees implementing the 2024 Land Law. However, the proposed amendments to Article 63 of Decree 102 remain unaddressed.
To expedite the resolution of these challenges, the Ho Chi Minh City People’s Committee urges Deputy Prime Minister Tran Hong Ha to direct the Ministry of Agriculture and Environment and relevant agencies to amend Article 63 of Decree 102. The proposed revision would allow the application of the 2015 provincial land price adjustment coefficient, ensuring alignment with market prices and balancing state and investor interests.

Ho Chi Minh City Plans to Commence Construction on 9 Metro Lines by 2027, with a Total Investment of $44 Billion
On the afternoon of September 18th, during a press conference on Ho Chi Minh City’s socio-economic development, Mr. Đỗ Diệp Gia Hợp, Deputy Head of the Department of Transportation Infrastructure Operation and Maintenance at the Department of Construction, announced that the city plans to commence construction on 9 metro lines by the end of 2027. The total investment for these projects is estimated at approximately 44 billion USD.
