On the afternoon of June 3, the Secretary of the Government Party Committee and Prime Minister Pham Minh Chinh chaired the second conference of the Government Party Committee for the term 2020-2025.
At the conference, the Government Party Committee announced the Politburo’s decision to appoint Mr. Tran Van Son, Minister and Head of the Government Office, to concurrently hold the position of Deputy Secretary of the Government Party Committee.

Highlighting Key Points
In his conclusion, Prime Minister Pham Minh Chinh emphasized the need to build a strong and clean Government Party Committee, enhancing the leadership capacity and combative strength of the Party organization and its members.
Regarding the draft Political Report, the Prime Minister suggested emphasizing certain aspects in the evaluation section, including the implementation of regular tasks according to functions, duties, and authority, as well as unexpected issues that arose during this term, such as the COVID-19 pandemic and its aftermath, global strategic conflicts and supply chain disruptions affecting Vietnam, and policy changes in other countries.
Additionally, we have been conducting a revolution in our apparatus within a very short period, vigorously implementing breakthrough, long-term strategic tasks, particularly the “four pillars” in accordance with the resolutions of the Politburo. We are also expediting the drafting of the Politburo’s resolution on modernization and breakthrough development in education and training, as well as healthcare to meet the demands of the new era.
Along with the achievements, the draft report should clearly identify remaining shortcomings and limitations regarding institutions, decentralization, administrative procedure reduction, and administrative discipline. It should also analyze lessons learned for the executive branch, especially the importance of grasping the situation and proposing appropriate, flexible, and effective tasks and solutions.
When evaluating the future situation, the Prime Minister noted the need to consider emerging external factors such as intensifying strategic competition, resource depletion, climate change, and population aging. Domestically, Vietnam remains a developing country with a transitioning economy, a modest economic scale, and limited resilience to external shocks.

Aligning Documents with Reality
Regarding goals, the Prime Minister stated that they must definitely adhere to the targets outlined in the draft documents submitted to the 14th National Congress of the Party, particularly aiming for double-digit economic growth rates annually. Additionally, set targets for Party building, such as having 20% of the organizations within the Government Party Committee complete their tasks excellently and having over 90% of Party members complete their tasks well.
The Prime Minister emphasized key tasks and breakthrough solutions for transitioning to a rapid, green, and sustainable growth model. This includes continuing the three strategic breakthroughs regarding institutions, infrastructure, and human resources, as well as implementing the Politburo’s strategic resolutions.
Other tasks involve establishing and implementing a two-tier local government model, developing the private sector as the most important driving force, and ensuring the leading role of the state-owned sector. Strengthening national defense and security capabilities, completing strategic infrastructure projects (such as constructing 5,000 kilometers of highways, railways, seaports, and aviation infrastructure, as well as enhancing connectivity with the region and the world) are also crucial.
The Prime Minister instructed the Party committees under the Government Party Committee to effectively organize Party Congresses at all levels, ensuring seriousness, quality, and efficiency in terms of document preparation, organization, and personnel work, as well as electing delegates to attend higher-level Party Congresses.
Document preparation must closely follow reality, respect reality, be based on reality, and use reality as a measure.
