At the regular meeting of the People’s Committee of Nghe An province in May 2025, which took place on June 3, the Department of Finance reported that by the end of May 2025, the state budget revenue in Nghe An province was estimated at VND 10,846 billion, reaching 61.2% of the provincial People’s Council’s estimate and 103.5% compared to the same period last year.

Of which, domestic revenue is estimated at VND 10,069 billion, accounting for 62.9% of the estimate and a slight increase of 3.3% over the same period last year. Revenue from import and export activities reached VND 701.3 billion, reaching 43% of the estimate, equal to 98.7% of the same period.

On the contrary, local budget expenditures were estimated at VND 20,889 billion, equivalent to 49.7% of the annual estimate.

The industrial production index (IIP) in May 2025 is estimated to increase by 18.4% over the same period. Accumulated in the first 5 months, the IIP of the whole province increased by 13.89%. In particular, the mining industry increased by 15.91%; manufacturing industry increased by 13.69%; electricity production and distribution, steam and air conditioning increased by 16.01%; water supply and waste treatment increased by 9.91%.

The total public investment plan for 2025 assigned by the Prime Minister to Nghe An province is VND 10,003,954 billion. Nghe An province has allocated VND 9,068,410 billion in detail, reaching 90.65%, and the remaining unallocated amount is VND 935,544 billion (9.35%).

The Nghe An People’s Committee has organized many working delegations led by the Vice Chairmen to inspect the field of 8 key projects to accelerate the progress. However, up to May 20, the disbursement only reached VND 2,703,973 billion, equivalent to 27.03% of the plan. Especially for concentrated public investment capital, only VND 1,063,750 billion was disbursed, reaching 22.56%.

Some sources have a fairly high disbursement rate such as the National Target Program for New Rural Development (61.98%), land use fee revenue belonging to the provincial budget (35.56%), and lottery revenue (45.63%). There are 18 investor units with a higher disbursement rate than the provincial average.

In May 2025, the province’s export turnover was estimated at USD 320 million, up 11.63% over the same period. Accumulated in the first 5 months, exports reached USD 1,461 million, up sharply by 26.2%. Meanwhile, imports in the month were estimated at USD 200 million (equal to 80.38% over the same period); in the first 5 months, it reached USD 1,124 million, up 11.67%.

Tourism also recorded positive signals. In May, Nghe An welcomed about 1.4 million visitors, of which 850,000 were staying visitors. Total tourism revenue reached VND 4,163 billion.

By the end of May, the province had welcomed 4.8 million visitors (up 11% over the same period), including 2.9 million staying visitors and 39,800 international visitors. Total tourism revenue is estimated at VND 14,265 billion, of which tourism service revenue is about VND 5,506 billion.

The work of attracting investment continues to receive attention from the province. In May, Nghe An approved in principle or granted investment registration certificates to 7 projects with a total capital of VND 316.7 billion, and adjusted 18 projects, including 6 capital adjustment projects, adding VND 326.2 billion. The total amount of newly registered and adjusted capital in the month reached VND 642.9 billion.

Accumulated in the first 5 months of the year, the province has attracted 23 investment projects with a total capital of VND 2,917.3 billion; adjusted for 73 projects, including capital adjustment for 22 projects with an increase of VND 5,181.1 billion.

Along with positive results, the Nghe An People’s Committee also pointed out some existing shortcomings that need to be overcome. In May, the weather was abnormal, and some localities were affected by crop and livestock diseases, affecting the productivity and quality of agricultural products.

Especially, heavy rains caused flash floods and landslides in some western mountainous districts, causing property damage to people. Up to May 20, there were still 12 agencies and units that had not disbursed public investment capital. Many key projects still face difficulties in site clearance.

The work of arranging administrative units and building a model of two-level government organization is being strongly promoted according to the direction of the Central Government. The security, national defense, and social order and safety situation in the area continues to be maintained.
