Revamped Teacher Salary Structure Proposal for Public Educational Institutions

Teacher and lecturer salaries in public educational institutions are proposed to be implemented according to the salary scale issued under Decree No. 204/2004/NĐ-CP.

The Department of Teachers and Education Managers, under the Ministry of Education and Training, has recently drafted a Circular outlining regulations for coding, appointing, and determining salary scales for educators in public educational institutions.

Scheduled to take effect from January 2026, this Circular proposes salary scales for civil servants appointed to teaching positions in public educational institutions within the national education system (excluding those under the management of the Ministry of Public Security and the Ministry of Defense). The proposed scales are based on the salary table appended to Government Decree No. 204/2004/NĐ-CP dated December 14, 2004. Details are as follows:

Preschool teachers are proposed to receive salary coefficients ranging from 1.86 to 6.38, depending on their appointed professional titles.

Preschool Teachers

– Preschool Teacher – Code V.07.02.26, applies the salary coefficient of civil servant type A0, ranging from 2.1 to 4.89;

– Senior Preschool Teacher – Code V.07.02.25, applies the salary coefficient of civil servant type A1, ranging from 2.34 to 4.98;

– Advanced Preschool Teacher – Code V.07.02.24, applies the salary coefficient of civil servant type A2, group A2.2, ranging from 4.0 to 6.38;

– Preschool Teacher without standard qualifications as per the Law on Teachers, applies the salary coefficient of civil servant type B, ranging from 1.86 to 4.06.

Primary School Teachers

– Primary School Teacher – Code V.07.03.29, applies the salary coefficient of civil servant type A1, ranging from 2.34 to 4.98;

– Senior Primary School Teacher – Code V.07.03.28, applies the salary coefficient of civil servant type A2, group A2.2, ranging from 4.00 to 6.38;

– Advanced Primary School Teacher – Code V.07.03.27, applies the salary coefficient of civil servant type A3, group A3.2, ranging from 5.75 to 7.55;

– Primary School Teacher without standard qualifications, applies the salary coefficient of civil servant type B, ranging from 1.86 to 4.06.

Lower Secondary School Teachers

– Lower Secondary School Teacher – Code V.07.04.32, applies the salary coefficient of civil servant type A1, ranging from 2.34 to 4.98;

– Senior Lower Secondary School Teacher – Code V.07.04.31, applies the salary coefficient of civil servant type A2, group A2.2, ranging from 4.00 to 6.38;

– Advanced Lower Secondary School Teacher – Code V.07.04.30, applies the salary coefficient of civil servant type A3, group A3.2, ranging from 5.75 to 7.55.

Upper Secondary School Teachers

– Upper Secondary School Teacher – Code V.07.05.15, applies the salary coefficient of civil servant type A1, ranging from 2.34 to 4.98;

– Senior Upper Secondary School Teacher – Code V.07.05.14, applies the salary coefficient of civil servant type A2, group A2.1, ranging from 4.40 to 6.78;

For teaching staff holding the titles of Associate Professor or Professor, salary determination is guided by Government Decree No. 141/2013/NĐ-CP dated October 24, 2013, and Decree No. 117/2016/NĐ-CP dated July 21, 2016.
