Proactively Developing a $3.5 Billion Investment Plan for the Thu Thiem – Long Thanh Railway Line

The Vietnamese Government Office has conveyed Deputy Prime Minister Tran Hong Ha’s directives regarding the Thu Thiem – Long Thanh railway project. This urban rail line plays a pivotal role in connecting the two largest airports in Southern Vietnam: Tan Son Nhat and Long Thanh.

According to the Deputy Prime Minister, the Ministry of Construction should learn from its recommendation to assign Ho Chi Minh City’s People’s Committee as the project’s managing authority. Under the Railway Law and Public Investment Law, this national railway falls under ministerial jurisdiction for investment management.

To maintain project momentum, Ho Chi Minh City and Dong Nai Province must swiftly receive all research documents from the Ministry of Construction and proactively develop investment plans for immediate implementation upon approval.

The Ministry of Construction is tasked with finalizing adjustments to the National Railway Network Plan (2021–2030, vision to 2050) by October 2025. Authorities in Ho Chi Minh City and Dong Nai Province must review planning, report to the People’s Council, and clarify the project’s managing authority for the Prime Minister’s decision, ensuring legal compliance.

The 42-kilometer Thu Thiem – Long Thanh railway, designed with a 1,435 mm gauge and a maximum speed of 120 km/h, will feature 20 stations. With an estimated investment of USD 3.5 billion, it is poised to become a vital corridor for intra- and inter-city passenger transport, optimizing the operations of both Tan Son Nhat and Long Thanh airports.

This railway will also unlock land development potential, stimulate satellite city growth, and enhance competitiveness within the Southern Key Economic Region.
