The People’s Committee of Hung Yen Province has recently announced the Social Housing Project in Pho Hien Ward, inviting investors to participate in its development.

Pho Hien Ward was established by merging the entire natural area and population of An Tao, Le Loi, Hien Nam, Minh Khai wards, along with Trung Nghia and Lien Phuong communes.

Strategically located in the heart of Hung Yen Province, Pho Hien Ward stands as one of the most vibrant and bustling areas in the province today.

The project falls within the approved 1/2000-scale zoning plan for the East Dien Bien River Urban Area (Zone D). It aligns seamlessly with the adjusted master plan for Hung Yen City (formerly) up to 2035.

Spanning approximately 31.5 hectares, the project site boasts a total construction floor area of around 500,000 square meters. Currently, the land is primarily used for agriculture, water bodies, irrigation canals, and internal roads.

With a total investment of 7 trillion VND, the project is slated for completion within 5 years from the date of investment approval by the competent authority.

In addition to the aforementioned project, Hung Yen Province is also gearing up to launch the investment project for Zone A of the North National Highway 5 Urban Area within Pho Noi Urban Area. Currently, the project is undergoing environmental impact assessment (EIA) consultations.

Covering approximately 262 hectares, this urban area boasts a total investment of nearly 35 trillion VND, including over 1.175 trillion VND allocated for land compensation and clearance.

Notably, the project is set to offer a diverse range of housing options, including approximately 11,800 apartments, 8,666 social housing units, 3,800 townhouses, and nearly 400 villas. With an estimated population of 45,000 residents, the development will also feature commercial services, schools, sports facilities, healthcare centers, and more.

The project will unfold over 11 years, divided into the following phases:

Months 1–12: Land and construction procedures will be initiated.

Months 13–36: Technical infrastructure, including road networks, electricity, and water supply systems, will be developed.

Months 37–132: Urban facilities will be constructed, completing all components to bring the entire project into operation.

Before the merger, Hung Yen Province was tasked with completing 1,750 social housing units by 2025. Between 2021 and 2024, the province successfully completed two social housing projects, delivering over 1,000 units. Currently, four additional projects are underway, with a total of 3,588 units planned.
