Rural Land Prices Skyrocket Post-Planning Announcement, Prompting Police Intervention

As reported by our correspondent, following the Department of Construction of Ha Tinh’s directive to enhance real estate market management, property-related activities remain bustling in the rural areas of Toan Luu commune. A significant number of people and vehicles are arriving to inspect land. Notably, groups of individuals traveling in buses, equipped with tables and chairs, are present at subdivided land plots to facilitate land sales.

On September 20th, social media buzzed with news of a riverside land plot project launch in Trung Tam village, Toan Luu commune. At the event, dozens of cars lined the village road leading to the riverside land project, much to everyone’s surprise.

The land plot project, located behind Ngoc Son Brick Factory, adjacent to Khe Giao River, and surrounded by dense forests and sparse population, is reportedly lacking in synchronized infrastructure. Due to rudimentary construction, the riverbank slope has eroded, washing away parts of the retaining wall.

A Toan Luu commune police officer stated that upon receiving reports of a large gathering at the riverside land plot sales event, local police promptly arrived to ensure security, verify the project’s legality, and maintain order. However, by the time they arrived, most attendees had already left, leaving only a few vehicles behind.

“The commune police are currently requesting the land sale organizers to provide relevant documents for inspection,” the officer added.

Despite the directive, a large number of people and vehicles continue to inspect land in rural areas.

On the afternoon of September 20th, Toan Luu commune police issued a warning on their Fanpage, alerting residents to beware of land speculators. According to authorities, local land speculators have been purchasing land from residents, subdividing it, and then enticing others to buy, driving prices upward.

“This results in land prices far exceeding their actual value, exposing buyers to significant risks while impacting local budgets and planning,” the warning stated.

To avoid speculative traps, the police advise residents to thoroughly research planning and land legalities with relevant authorities before transactions; avoid following rumors or artificial market frenzies; and ensure clear, legally notarized sales contracts. Residents should promptly report any suspected fraudulent brokerage activities or price manipulation to local authorities.

Previously, on September 18th, the Ha Tinh Department of Construction issued a directive to relevant departments and units to strengthen state management of the local real estate market.

The Ha Tinh Department of Construction noted that, at certain times and locations, property and housing prices have surged unusually, disproportionate to their real value.

This is attributed to speculative groups, investors, and real estate brokers exploiting public misunderstanding and herd mentality to manipulate market sentiment. These groups artificially inflate prices, create false market values, and disseminate misleading information for profit.

In response, the Ha Tinh Department of Construction requires real estate service businesses to comply fully with legal conditions for trading floors and brokerage activities, as stipulated in the 2023 Law on Real Estate Business and Decree 96/2024/ND-CP.

Individual brokers must hold valid certifications, operate within licensed companies, and clearly display their certification numbers when advertising services on social media to ensure transparency and prevent negative market impacts.

Project developers must strictly adhere to laws on land, investment, construction, housing, and anti-money laundering, and may only market products once all conditions are met.

Additionally, Ha Tinh Provincial Police are urged to strictly address false information, speculative profiteering, tax evasion, and market disruption. Commune-level People’s Committees and the Provincial Economic Zone Management Board must publicly disclose planning and project progress to counter rumors and land speculation.

The Ha Tinh Department of Construction also calls for intensified inspections of trading floors, developers, brokerage firms, and land auctions, with firm action against violations, particularly abnormal price manipulation.

Recently, Tien Phong has published several reports highlighting land price surges in Toan Luu commune following the announcement of the West Ha Tinh City Industrial Zone Development Plan. The influx of people and vehicles has transformed the once-peaceful rural area into a bustling hub.

Toan Luu commune leaders noted that after the West Ha Tinh City Industrial Zone Development Plan was announced, local real estate prices spiked, with some rural areas seeing a 40% increase. However, local officials assert this is an artificial frenzy created by speculators and land brokers, as actual housing demand remains low. Local authorities have actively advised residents against participating in this speculative bubble to avoid debt and deposit risks.
