On the 5th and 6th, the Department of Animal Husbandry and Veterinary Medicine reported to the Ministry of Agriculture and Environment on the results of the inspection and verification of the incorrect quarantine stamp on sick pigs of CP Vietnam Livestock Joint Stock Company.

Regarding the incident related to the photo of pork in the denunciation, the report stated that the implementation of slaughter control at Dững Nga livestock slaughterhouse in Hau Giang province, where the photo was taken, is under the responsibility of the Station of Animal Husbandry, Veterinary Medicine – Fisheries of Phung Hiep district.

Accordingly, the Station assigned Mr. N.L.C., a station official, to directly monitor the slaughter on March 26, 2022. The branch sent along with it a play-by-play schedule.

Mr. N.L.C. is a civil servant and a third-class animal diagnostician who has been trained in quarantine, slaughter control, inspection of veterinary hygiene of animals, products of terrestrial animals, quarantine of animals, and aquatic animal products from June 26-30, 2027; and was granted a Certificate of Completion of the training course by the Regional Veterinary Department VII.

Thus, compared with the regulations according to Circular 09 of 2016 of the Ministry of Agriculture and Rural Development on slaughter control and veterinary hygiene inspection, Mr. N.L.C. meets the requirements to perform slaughter control.

The incident of incorrect slaughter control stamp occurred at 1:00 AM on March 26, 2022, at Dững Nga facility, with a total of 35 pigs slaughtered overnight, each batch slaughtering 5-7 pigs.

Mr. C. did not observe both sides of the pig carcasses comprehensively but stamped the quarantine seal on one side. He then discovered that the remaining side had multiple inflammatory nodules, failing to meet veterinary hygiene standards. He then requested the owner of the establishment to destroy this carcass. The owner and staff of CP Vietnam discussed and agreed to treat both pieces of carcasses hygienically (with one piece of carcass already stamped with two slaughter control seals in the form of boiling and changing the purpose of use as food for aquatic animals (fish pond inside the slaughterhouse compound of 1.5 hectares).

The Branch provides images of the place where the pig carcasses that do not meet veterinary hygiene standards are treated (by cooking and images of the fish pond.

In Mr. C.’s explanatory statement dated June 2, 2025, he monitored the process of hygienic treatment of the two pieces of pig carcasses in the photo but did not establish a document recording the veterinary hygiene status as the minutes of hygienic treatment and signed CP’s proposal for destruction.

Accordingly, the Department of Animal Husbandry and Veterinary Medicine affirmed that Mr. C. has not fully complied with the procedures for slaughter control and hygienic treatment of animals and animal products that do not meet veterinary hygiene requirements.

Along with that, Mr. C. used a rectangular slaughter control stamp to stamp on the carcass that did not meet veterinary hygiene standards, treated the carcass hygienically but did not make minutes or keep records of the inspection and supervision of the hygienic treatment process for animal products as prescribed.

Accordingly, the Department of Animal Husbandry, Veterinary Medicine – Hau Giang Fisheries is collecting documents and related information to handle Mr. C.’s violations in accordance with regulations.
