On September 16, the People’s Committee of Hoan Kiem Ward, the investor of the East Hoan Kiem Lake Square and Park Construction Project, announced the land recovery plan to relevant organizations and individuals.
Following the relocation of 17 agencies and 42 households, the 2.14-hectare East Hoan Kiem Lake Square and Park is expected to commence construction before October 10.
The area designated for the master plan covers over 26,300 square meters and is envisioned to create a square connected to the green space on the east side of Hoan Kiem Lake. This will foster a community activity hub for hosting artistic events, exhibitions, and cultural activities.

The new square will integrate green spaces, creating a focal point for community activities, artistic events, exhibitions, and cultural gatherings.
Within the East Square and Park area, Hanoi plans to construct an underground facility (3 basement levels) with a total floor area of approximately 42,300 square meters.
According to the plan, the 3 basement levels in the East Hoan Kiem Lake Square will include a commercial and cultural floor (approx. 14,000 sqm), technical and auxiliary areas (approx. 5,100 sqm), traffic and ramp spaces (approx. 12,700 sqm), and parking areas (approx. 10,370 sqm).
The square will also integrate with the urban rail network development.
Pedestrian pathways will be expanded, combined with a tram system to reduce private vehicles and create a pedestrian-friendly environment.
Hoan Kiem Ward plans to commence Phase 1 of the project before October 10. Phase 2 will be thoroughly studied in alignment with the approved plan and feedback from the Hanoi People’s Committee.
Final Decision: Four-Story Metro Station Beneath the Eastern Square of Hoan Kiem Lake
The recently approved plan for the C9 station (Hoan Kiem Lake) entails an underground construction beneath Dinh Tien Hoang Street, spanning the area across the square and the eastern park of Hoan Kiem Lake. The station will be strategically located near the Hanoi Council House and the People’s Committee. This state-of-the-art station will boast four levels and encompass a total area of approximately 7,703 square meters.
