
The Xekaman 1 Hydropower Plant
With the Mekong River flowing through its entirety, from North to South, Laos possesses an immense advantage in hydroelectric development.
Seizing this opportunity, and based on bilateral cooperation agreements, Vietnam-Laos Power Joint Stock Company was established under the direction of the Prime Minister of Vietnam, as per Document No. 1477/CP-QHQT dated November 19, 2002. Initially called Vietnam-Laos Investment and Development Power Joint Stock Company, its formation materialized the Energy Cooperation Agreement, a pivotal aspect of economic and political collaboration between the Vietnamese and Laotian governments.
The Company’s primary objective is to invest in and construct hydropower projects in Laos through the Build-Operate-Transfer (BOT) model. The majority of the generated electricity is imported to Vietnam, while a portion serves domestic consumption needs in Laos.
The Company officially commenced operations in 2003 with an initial chartered capital of VND 1,800 billion. The founding shareholders included Song Da Corporation (60% VDL), Vietnam Electricity Group (10% VDL), Construction Corporation of Transportation 5 (10% VDL), Construction Corporation of Transportation 8 (10% VDL), Central Construction Corporation (5% VDL), and Vietnam Industrial and Urban Zone Development Investment Corporation (5% VDL).
As per the enterprise registration modification in February 2023, the Company’s chartered capital presently stands at nearly VND 4,378 billion. Vietnam-Laos Power Joint Stock Company is a subsidiary of Song Da Corporation. According to Song Da Corporation’s financial report for Q1/2025, the Corporation holds 35.11% of Vietnam-Laos Power Joint Stock Company’s chartered capital.
LPBank, a major shareholder, contributes VND 300 billion, accounting for 6.85% of Vietnam-Laos Power Joint Stock Company’s capital. Other shareholders include PVPower with an investment of approximately VND 317.55 billion, Vietnam Rubber Industry Group with nearly VND 80 billion, and EVN Genco3 with VND 19.6 billion.

In terms of financial performance, according to our data, Vietnam-Laos Power Joint Stock Company recorded VND 4,347 billion in net revenue and VND 1,309 billion in after-tax profit in 2024. Over four years, compared to 2020, the Company’s revenue has increased by 166 times, and after-tax profit has grown 6.7 times.
The Company’s business activities primarily encompass the energy and construction sectors, along with investments in restaurants, hotels, and office rentals.
The projects undertaken by Vietnam-Laos Power Joint Stock Company include:
Xekaman 1 Hydropower Plant in Xanxay District, Attapeu Province, Laos, with an installed capacity of 290MW and an average annual electricity output of 1.1 billion kWh.
Xekaman Xaxay Hydropower Plant in Xanxay District, Attapeu Province, Laos, with an installed capacity of 32MW (maximum output of 36MW) and an average annual electricity output of 131.2 million kWh.
Xekaman 3 Hydropower Plant in Dakchung District, Sekong Province, Laos, with an installed capacity of 250MW and an average annual electricity output of 1 billion kWh.
The 230kV double-circuit transmission line from Xekaman 1 Hydropower Plant to Pleiku 2 Substation in Vietnam, spanning a length of 190.057 km (including 70.667 km from the Xekaman 1 Hydropower Plant to the Laos-Vietnam border at Bo Y Checkpoint). The total investment for this project is USD 52.3 million, with a guaranteed transmission capacity of 500MW and a maximum capacity of approximately 800MW.
The 230kV double-circuit transmission line from Xekaman 3 Hydropower Plant to Thanh My 500kV Substation in Vietnam, constructed by Vietnam-Laos Power Joint Stock Company on the Laos side, with a total length of 80km. The guaranteed transmission capacity is 300MW, and the maximum capacity is approximately 550MW.
Currently, Vietnam-Laos Power Joint Stock Company is undergoing procedures to establish a subsidiary, Xekaman 4 Power Company Limited, to undertake the investment in the Xekaman 4 Hydropower Project. This project has an installed capacity of 70MW and an expected electricity output of 287.4 million kWh/year. The total investment amounts to USD 165.92 million, and it is located in Sekong Province, Laos.
In Laos, the Company has also inaugurated the Vientiane Plaza complex, comprising a hotel and office space for lease in the capital city of Vientiane. Vientiane Plaza features a 4-star hotel with 50 rooms and 2,000m

of leasable office area, complemented by tourism services, event organization, and culinary offerings, among other amenities.
