Vice Chairman of the Ho Chi Minh City People’s Committee, Bui Xuan Cuong, has instructed the Department of Finance to coordinate with the Department of Construction and relevant units to consider the proposal from Sovico Group Joint Stock Company regarding the research and investment of the 47.3 km-long Metro Line 4, connecting Dong Thanh in Hoc Mon District to Hiep Phuoc Urban Area in Nha Be District. This instruction is to be carried out before June 15th.
Previously, on June 2nd, Sovico Group Joint Stock Company, a founding shareholder of Vietjet Air, with billionaire Nguyen Thi Phuong Thao as Vice Chairman, submitted a proposal to the Ho Chi Minh City People’s Committee to allow the research and investment of Metro Line 4.

Sovico stated that the city has issued a plan to invest in 355 km of metro lines by 2035, according to the National Assembly’s Resolution No. 188/2025/QH15 on piloting some special mechanisms and policies for the development of urban railway systems in Ho Chi Minh City and Hanoi.
“With our investment experience, capabilities, and strong financial potential, the Group is eager to contribute to the development of infrastructure and the socio-economic growth of Ho Chi Minh City, particularly the southern area of the city, in the future.
Through our research and surveys, Sovico Group proposes to the Ho Chi Minh City People’s Committee to consider and approve our request to research and invest in Metro Line 4 (Dong Thanh – Hiep Phuoc Industrial Park),” the Sovico proposal stated.
As proposed, Metro Line 4 will follow the route: Dong Thanh (Hoc Mon) – Thanh Xuan – Ha Huy Giap (District 12) – Nguyen Oanh – Nguyen Kiem (Go Vap) – T1 and T2 stations at Tan Son Nhat – Truong Son (Tan Binh) – Nguyen Van Troi – Nhieu Loc Canal (Phu Nhuan) – Hai Ba Trung – Pasteur (District 3) – Ben Thanh – Nguyen Thai Hoc (District 1) – Ton Dan (District 4) – Nguyen Huu Tho (District 7).
After passing the Ho Chi Minh City Ring Road 3 intersection, the metro line will follow a new road to Hiep Phuoc Urban Area in Nha Be District.
The total length of the line is approximately 47.3 km, with over 25 km underground and nearly 22 km elevated. The entire line will have 37 stations (21 underground and 16 elevated), along with a depot in Dong Thanh and another in Hiep Phuoc.
The total investment amount for the project has not been mentioned by Sovico in the document.

The Group stated that as soon as they receive permission from the Ho Chi Minh City People’s Committee to proceed with the research and investment, they will establish a new legal entity to implement the project, along with foreign experts in finance, business, urban planning, transportation infrastructure, and technical infrastructure. They will also work with consultants and partners to promptly finalize the investment research proposals.
Additionally, the company will plan for resources, personnel, contractors, and management and operation units to be ready to invest in and construct the project, ensuring its timely operation according to the city’s plan.
Apart from being a founding shareholder of Vietjet, Sovico is also a major shareholder of HDBank, with total assets of nearly VND 800,000 billion.
