Mr. Nguyen Toan Thang, Director of the Department of Agriculture and Environment of Ho Chi Minh City, has signed a decision to second 18 officials from the Compensation and Land Clearance Board of Cu Chi District to work in three communes: Nhuan Duc, Phu Hoa Dong, and Thai My.
The specific task of these seconded officials is to support the People’s Committees of the aforementioned communes in implementing tasks related to Component 3 of the project, which includes compensation, support, and resettlement for the Ho Chi Minh City – Moc Bai Expressway section passing through Ho Chi Minh City. This is part of the investment project for the construction of the Ho Chi Minh City – Moc Bai Expressway (Phase 1) under the public-private partnership (BOT contract) model.
According to the decision, these officials are responsible for coordinating the verification of land origins, legal status of houses, land, and assets attached to the land; reviewing compensation plans, support, and resettlement for the project, and advising on the approval of compensation plans, support, and resettlement for the project; reviewing compensation plans, support, and resettlement for specific cases, and advising on the approval of compensation plans, support, and resettlement for specific cases; advising on land recovery decisions for specific cases; and other tasks related to compensation, support, resettlement, and land recovery.

According to the plan, these officials will be seconded to the commune People’s Committees until the end of 2025.
According to the Department of Agriculture and Environment of Ho Chi Minh City, Component 3 of the project—compensation, support, and resettlement for the Ho Chi Minh City – Moc Bai Expressway section passing through Ho Chi Minh City—spans approximately 24.7 km, with a total land area of 220 hectares to be recovered. The total number of affected households is 2,193, with a compensation, support, and resettlement budget of approximately 4,333 billion VND.
According to the plan of the Ho Chi Minh City People’s Committee, the project will approve compensation plans, support, and resettlement, and issue land recovery decisions, with payments starting from April. Land handover will begin in April 2025 and is expected to be completed by December 2025.
However, according to the latest report from the Department of Agriculture and Environment, the plan has been delayed. As of the end of June 2025, specific land prices and compensation plans have not been approved. The former People’s Committee of Cu Chi District has only verified the land use origins of 156 out of 2,193 cases (approximately 7%).
Phase 1 of the Ho Chi Minh City – Moc Bai Expressway project has a total length of over 50 km, designed with 4 lanes, and a total investment of more than 19,600 billion VND. The construction of the BOT main expressway will begin in January 2026 and is expected to be completed by the end of 2027.
Previously, the Ho Chi Minh City People’s Committee also issued Document No. 2033/UBND-ĐT on coordinating compensation, support, and resettlement when the state recovers land in the area, when implementing the local government at two levels. The Chairman of the Ho Chi Minh City People’s Committee assigned the heads of departments, agencies, project investors, related units, and chairpersons of 168 communes, wards, and special zones with projects to follow the guidance on procedures and coordination tasks in Document No. 6082 of the Department of Agriculture and Environment. The implementation of this guidance aims to ensure the disbursement of public investment capital (compensation portion) as directed by the Ho Chi Minh City People’s Committee in Plan No. 1451/KH-UBND dated March 6, 2025.
