On September 24th, Vice Chairman of Da Nang City People’s Committee, Tran Nam Hung, conducted an on-site inspection of three real estate projects developed by Bach Dat An Joint Stock Company. These projects include the 7B Extended Urban Area, Hera Complex Riverside Urban Area, and Bach Dat Urban Area, all located in Dien Ban Dong Ward, Da Nang City.

These three projects have been embroiled in controversy, with over 1,000 customers filing complaints. Previously, the People’s Committee of Quang Nam Province (former) had issued multiple directives to resolve these issues, including facilitating the developer’s tax obligations to restore their business registration, extending project completion deadlines, and requiring all parties to commit to escrow funds for land clearance compensation and phased project implementation.
According to a report by the Land Fund Development Center, Branch 6, as of now, the 7B Extended Urban Area has completed approximately 98% of land clearance, Hera Complex Riverside Urban Area has reached 95%, and Bach Dat Urban Area has achieved 85%.
Observations by reporters indicate that these projects have resumed infrastructure construction, albeit at a slow pace, following government interventions to address their challenges. Specifically, the 7B Extended Urban Area and Bach Dat Urban Area are currently installing pipes, aggregating construction materials, sidewalks, road foundations, and electrical poles. Meanwhile, Hera Complex Riverside Urban Area has begun site cleaning, tree removal, and other land preparation activities.

The projects have resumed infrastructure construction, but progress remains slow.
During the inspection, Vice Chairman Tran Nam Hung emphasized that the ultimate goal is to resolve all project obstacles and issue land use right certificates to residents.
He directed relevant agencies to take decisive measures to ensure project timelines and protect the legal rights of landowners. The target for all three projects is to complete land clearance by December 2025.
Additionally, city leaders mandated that the developer must demonstrate sufficient financial capability to continue infrastructure investment, compensate residents, and pay land use fees. Upon fulfilling these obligations, the city leadership will promptly issue land use right certificates.
